Competitive strategies and effects on the occupational profile of companies in the sugar-energy sector: State of São Paulo – Brazil, 2007-2019

Resumo: The objective is to point out the reasons for the acceleration of technological changes in sugarcane plantations by sugar-energy companies in São Paulo after 2007, in particular the replacement of manual cutting by mechanical cutting with the elimination of burning, and to analyze its effects on occupation in the sector. Competitive strategies and worker control strategies have been defined. Data from the Ministry of Labor and Employment is used to measure the evolution of formal employment in the sugar-energy sector by occupational group until 2019. Faced with a favourable situation and good prospects in the ethanol market, in 2007, companies in the sector increased their spending on sugarcane mechanization, which was less intense among sugarcane farmers. As the situation worsened in 2010, several companies closed down and concentration in the sector increased. The composition of occupations changed, with a reduction in unskilled agricultural workers and an increase in administrative, transportation and support workers. The control of agricultural work has changed, with payment by production being replaced by the use of georeferencing, information technology and communication.

The control of agricultural work has changed, with payment by production being replaced by the use of georeferencing, information technology and communication.El objetivo es identificar las razones de la aceleración de los cambios tecnológicos en las plantaciones de caña de azúcar por las empresas del sector sucroenergético en São Paulo después de 2007, en particular la sustitución del corte manual por el corte mecánico con la eliminación de la quema, y analizar sus efectos sobre la ocupación en el sector. Se han identificado estrategias competitivas y de control de los trabajadores. Se utilizan datos del Ministerio de Trabajo y Empleo para medir la evolución del empleo formal en el sector azucarero-energético por grupo profesional hasta 2019. Ante una situación favorable y buenas perspectivas en el mercado del etanol, en 2007 las empresas del sector aumentaron sus gastos en mecanización de la caña, que fue menos intensa entre los cañeros. Al empeorar la situación en 2010, varias empresas cerraron y aumentó la concentración en el sector. La composición de las ocupaciones cambió, con reducción de los trabajadores agrícolas no cualificados y aumento de los trabajadores administrativos, de transporte y de apoyo. El control de la mano de obra agrícola ha cambiado, sustituyéndose el pago por producción por el uso de la georreferenciación, las tecnologías de la información y la comunicación.L'objectif est de mettre en évidence les raisons de l'accélération des changements technologiques dans les plantations de canne à sucre par les entreprises sucrières de São Paulo après 2007, en particulier le remplacement de la coupe manuelle par la coupe mécanique avec l'élimination du brûlage, et d'analyser leurs effets sur l'emploi dans le secteur. Des stratégies concurrentielles et de contrôle des travailleurs ont été définies. Les données du ministère du travail et de l'emploi sont utilisées pour mesurer l'évolution de l'emploi formel dans le secteur sucre-énergie par groupe professionnelle jusqu'en 2019. Face à une situation favorable et à de bonnes perspectives sur le marché de l'éthanol, les entreprises du secteur ont augmenté en 2007 leurs dépenses pour la mécanisation de la canne à sucre, qui a été moins intense chez les planteurs de canne à sucre. Lorsque la situation s'est dégradée en 2010, plusieurs entreprises ont fermé et la concentration du secteur a augmenté. La composition des professions a changé, avec une réduction du nombre de travailleurs agricoles non qualifiés et une augmentation du nombre de travailleurs administratifs, de transport et de soutien. Le contrôle de la main-d'œuvre agricole a changé, le paiement à la production étant remplacé par l'utilisation de la géolocalisation, des technologies de l'information et de la communication.Objetiva-se apontar razões da aceleração de mudanças tecnológicas na lavoura canavieira por empresas sucroenergéticas em São Paulo, após 2007, em especial, a substituição do corte manual pelo mecânico com eliminação da queimada, e analisar seus efeitos na ocupação setorial. São delimitadas estratégias competitivas e de controle dos trabalhadores. São usados dados do Ministério do Trabalho e Emprego para medir a evolução do emprego formal no setor sucroenergético por família ocupacional, até 2019. Frente à situação favorável e boas perspectivas no mercado de etanol, em 2007, empresas do setor aumentaram gastos na mecanização canavieira, fato menos intenso entre agricultores fornecedores de cana. Ao piorar a conjuntura, em 2010, várias empresas fecharam e aumentou a concentração no setor. Mudou a composição da ocupação, com redução de trabalhadores agrícolas não qualificados e elevação de administrativos, de transporte e de apoio.
