Constituímos um corpus composto por portarias, lei, decreto, bem como por documentos de outras naturezas, como o Projeto Base (2007) e o documento Princípios orientadores para o uso pedagógico do laptop na educação escolar (2007), produzidos pelo MEC/SEED; o Caderno Um computador por aluno: a experiência brasileira (2008), produzido pelo Conselho dos Altos Estudos e Avaliação Tecnológica da Câmara dos Deputados; e a página do Programa disponível na internet. Recortamos, nesse arquivo que configura nosso corpus, fatos de linguagem que permitiram dar visibilidade às condições de produção de constituição desse arquivo, nas quais comparecem os processos discursivos constitutivos da autoria desses materiais. Demos visibilidade, a partir das condições de produção nas quais esse Programa emerge, ao modo pelo qual o Programa se organiza, à legislação que o regulamenta e ao processo de aquisição dos computadores, a partir do qual estabelecemos uma relação com a política de adoção do livro didático. Destacamos, também, o processo de institucionalização das chamadas novas tecnologias na educação brasileira e a relação estabelecida entre o PROUCA e a ONG norte-americana One Laptop per Child e a ONG brasileira Fundação Pensamento Digital, os efeitos de sentido produzidos pelo financiamento estrangeiro do Banco Interamericano de Desenvolvimento (BID) e pela base epistemológica concernente à metodologia educacional autorizada a circular por esse arquivo. A fim de desestabilizar os sentidos da discursividade institucional sobre os quais o Programa se edifica enquanto uma política pública, dirigimos nosso olhar ao processo de escolarização de nosso país, o que nos possibilitou compreender a maneira pela qual o acesso e a permanência do sujeito na escola em nossa história escolar, marcada com a transferência da escrita para um território ágrafo, estabelece relações com os imperativos de uma formação social capitalista. Por fim, voltamos nossa atenção à maneira pela qual a internet é significada no espaço escolar, com o objetivo de dar visibilidade ao funcionamento das chamadas novas tecnologias na escola, em especial, na disciplina de língua portuguesa. Com esse recorte, foi possível estabelecer uma relação entre os sentidos postos nos documentos e os sentidos que circulam nas atividades tomadas como realizadas durante a Fase I do Programa, de forma a compreender como o ensino, a língua e as tecnologias estão significados nessas práticasAbstract: This work is comprised in the dominion of the Discourse Analysis and aims to understand the affiliation networks and the trajectory of meanings constituted in the program Um Computador por Aluno (PROUCA), by the Brazilian Federal government and which, in the State's institutional discourse, is defined as a digital inclusion program designed to improve teaching and learning and saturate the productive chain by providing internet-enabled laptops for use in elementary school classrooms. Our corpus is made up of ordinances, laws, decrees, as well as documents of various natures, such as the Projeto Base (2007) and the document Princípios orientadores para uso pedagogic do laptop na educação escolar (2007) prepared by the Ministry of Education and Culture (MEC/SEED); the Notebook Um computador por aluno: a experiência brasileira (2008), prepared by the High-Studies and Technological Appraisal Council of the House of Representatives; and a page of the Program available on the internet. We have cut out, from the file constituting our corpus, language facts that provide visibility to the production conditions of this file, in which the authorial discourse processes of these materials are present. We have conferred visibility, from the production conditions from which this Program emerges, to the way in which the Program is organized, the legislation governing it and the computers acquisition process, from which we established a relation with the textbook adoption policy. We further highlight the institutionalization process of the so-called new technologies in Brazilian education and the relation between PROUCA and the US NGO One Laptop per Child and the Brazilian NGO Fundação Pensamento Digital, the meaning effects produced by foreign financing by the Inter-American Development Bank (IDB) and the epistemological basis concerning the educational methodology authorized to be circulated by this file. Seeking to destabilize the institutional discourse meanings on which the Program is grounded as a public policy, we turn our eyes to the schooling process in our country, which allowed us to understand how individual access and continuance in our school history, marked by the transfer of writing to an agraphic territory, establish relations with the imperatives of a capitalist social education. Finally, we turn our attention to the meaning of the internet in school with the purpose of evidencing the operation of the so-called new technologies in school, mainly in Portuguese-language courses.
