Historic landmarks of the Brazilian hydroelectric sector

Resumo: The objective of this article was to review the historical milestones of the Brazilian hydroelectric sector since its birth, at the end of the 19th century, until the year 2021. This period was divided into five phases, characterized according to the political and economic, national and international that shaped the Brazilian hydroelectric sector. Adopting the bibliographic method, the research corpus consists of reports and books produced by the government; official statistical databases published by regulatory bodies and energy companies; scientific works (articles, dissertations and books), and; applicable governing laws. From this narrative review, it was inferred that: 1) The big hydroelectric plants played a leading role, in terms of infrastructure, in all national developmental projects that rose to power in Brazil since the 1930 revolution; 2) Events such as the New York Stock Exchange crash in 1929 and the Second World War show how susceptible the Brazilian hydroelectric sector is to the nuances of international geopolitics; 3) The energy insecurity scenarios cannot be explained only by the various water crises that devastated the country in the analyzed period, and; 4) The “2001 blackout crisis” is the main catalyst in the history of the Brazilian electricity sector: It triggered both the execution of the last cycle of hydroelectric projects of great magnitude in Brazil and the diversification of the national energy matrix, primacy of the regulatory efforts underway since the beginning of this century.

Este período se dividió en cinco fases, caracterizadas según el contexto político y económico, nacional y internacional que dieron forma al sector hidroeléctrico brasileño. Adoptando el método bibliográfico, el corpus de investigación está compuesto por informes y libros producidos por el gobierno; bases de datos estadísticas oficiales publicadas por organismos reguladores y empresas de energía; trabajos científicos (artículos, disertaciones y libros), y; leyes aplicables. De esta revisión narrativa se infirió que: 1) Las grandes represas hidroeléctricas jugaron un papel protagónico, en términos de infraestructura, en todos los proyectos de desarrollo nacional que llegaron al poder en Brasil desde la revolución de 1930; 2) Eventos como la caída de la Bolsa de Valores de Nueva York en 1929 y la Segunda Guerra Mundial muestran cuán susceptible es el sector hidroeléctrico brasileño a los matices de la geopolítica internacional; 3) Los escenarios de inseguridad energética no pueden explicarse únicamente por las diversas crisis hídricas que asolaron al país en el período analizado, y; 4) La “crisis del apagón de 2001” es el principal catalizador en la historia del sector eléctrico brasileño: desencadenó tanto la ejecución del último ciclo de proyectos hidroeléctricos de gran magnitud en Brasil como la diversificación de la matriz energética nacional, primacía de la regulación esfuerzos en marcha desde principios de este siglo.Objetivou-se pelo presente artigo revisar os marcos históricos do setor hidrelétrico brasileiro desde o seu nascimento, no final do século XIX, até o ano de 2021. Tal  período foi dividido em cinco fases, caracterizadas de acordo com as conjunturas políticas e econômicas, nacionais e internacionais, que formataram o setor hidrelétrico brasileiro. Adotando-se o método bibliográfico, o corpus de pesquisa é composto por relatórios e livros produzidos pelo poder público; dados estatísticos oficiais publicizados por órgãos regulatórios e companhias energéticas; trabalhos científicos (artigos, dissertações e livros), e; legislações de regência.
