Tensions and points to educational practices in Professional and Technological Education from the National Conferences on Food and Nutritional Safety

Resumo: This article aimed to apprehend in the construction movement and in the content of the Food and Nutritional Security Policy of Brazil, the approximations, tensions and clues for the "doing" in professional and technological education. We used as main source for data collection the final reports of the National Conferences on Food and Nutrition Security held in 1994, 2004, 2007, 2011 and 2015. In the documents analyzed, the debate around the Food and Nutrition Security was marked by the insurgency of structuring discussions such as food sovereignty, agroecology, the intersectoriality of policies, the solidarity economy and, also, some proposals for the promotion and strengthening of practices related to them in the scope of state action, such as strategies and actions of training and professional qualification articulated with other policies, aimed at specific groups of the field and the city, procedurally breaking the idea of forming for the market. The tensions and clues emerged from the National Conferences on Food and Nutrition Security final reports for professional and technological education still need to be appropriated and enhanced as political and curricular praxis in school institutions, which includes their relationship with the territories in which they are inserted.

Utilizamos como fuente principal para la recolección de datos los informes finales de las Conferencias Nacionales sobre Seguridad Alimentaria y Nutricional celebradas en 1994, 2004, 2007, 2011 y 2015. En los documentos analizados, el debate entorno a la Seguridad Alimentaria y Nutricional estuvo marcado por la insurgencia de estructurar discusiones como la soberanía alimentaria, la agroecología, la intersectorialidad de las políticas, la economía solidaria y también algunas propuestas para la promoción y fortalecimiento de prácticas relacionadas con ellas en el contexto de la acción estatal, como estrategias y acciones de formación y cualificación profesional articuladas con otras políticas, dirigidas a colectivos específicos del ámbito y de la ciudad, rompiendo procesalmente la idea de formarse para el mercado. Las intenciones y pistas surgidas de los informes finales del Conferencias Nacionales sobre Seguridad Alimentaria y Nutricional para el educación profesional y tecnológica aún deben ser apropiadas y mejoradas como praxis política y curricular en las instituciones escolares, lo que incluye su relación con los territorios en los que están insertos.Este artigo teve como objetivo apreender no movimento de construção e no conteúdo da Política de Segurança Alimentar e Nutricional do Brasil as aproximações, tencionamentos e pistas para o “quefazer” na educação profissional e tecnológica. Utilizamos como fonte principal para a coleta dos dados os relatórios finais das Conferências Nacionais de Segurança Alimentar e Nutricional realizadas em 1994, 2004, 2007, 2011 e 2015. Nos documentos analisados, o debate em torno da segurança alimentar e nutricional foi demarcado pela insurgência de discussões estruturantes como a soberania alimentar, a agroecologia, a intersetorialidade de políticas, a economia solidária e, também, algumas proposições para o fomento e fortalecimento de práticas a elas relacionadas no âmbito da ação do Estado, como estratégias e ações de capacitação e qualificação profissional articulada a outras políticas voltadas para grupos específicos do campo e da cidade, rompendo processualmente a ideia de formar para o mercado.
