Participatory rural appraisal to assess sustainability in the Catu indigenous community, Rio Grande do Norte

Resumo: In response to the unsustainable development in indigenous communities, which does not improve their living conditions and threatens their native culture, the aim of the present study is to analyze local development and the living conditions of the Catu indigenous community, located between Goianinha and Canguaretama, in Rio Grande do Norte state, Brazil. To that end, the knowledge of the indigenous people regarding the problems and solutions related to sustainability was relied upon. This qualitative research investigated the living conditions of the native people and the solutions to the problems they proposed using the tools of the Participatory Rural Appraisal method. The results of the study in Catu showed that the participants of the appraisal were fully aware of the community’s potentials and problems. Despite the potentials described by the indigenous people, there are problems such as low education level; absence of land demarcation, technical assistance and help from the producer cooperative; inadequate disposal of solid wastes; poor access roads and most importantly, the socioenvironmental pressure caused by the commercial planting of sugarcane and current urbanization, both of which threaten sustainability. With a view to introducing more sustainable strategies, a community action plan against exogenous actions was formulated. Given the indigenous customs, these actions are unsustainable because they endanger the lives and traditions of the community, in addition to their right to a long and prosperous life in their own land.

Para eso, la investigación está basada en los conocimientos de los indígenas sobre problemas y soluciones en lo que se refiere a la sostenibilidad. Esta investigación, de abordaje cualitativa, comprendió las condiciones de vida de los indígenas y las soluciones de problemas propuestos por ellos utilizando herramientas del método Evaluación Rural Participativa. Los resultados mostraron que los indígenas que participaron de la evaluación poseen gran conocimiento de las potencialidades y de los problemas de la comunidad. A pesar de las potencialidades compartidas por los indígenas, existen problemas como el bajo nivel de escolaridad; la ausencia de demarcación de las tierras; de asistencia técnica y de cooperativa de productores; el destino inadecuado de residuos sólidos; las vías de acceso precarias, y sobre todo,  la presión socio ambiental resultado del cultivo comercial de la caña de azúcar y de la urbanización contemporánea, que amenazan la sostenibilidad. Pensando en las estrategias más sostenibles, ha sido elaborado un plan de acción comunitario contrario a las acciones exógenas. Tales acciones, ante las costumbres indígenas, son insostenibles pues pueden arriesgar la vida y las tradiciones de la comunidad, además la propia libertad de vivir de forma larga y próspera en el territorio.Ao buscar reduzir às ações de desenvolvimento insustentáveis e, ao mesmo tempo, lutar por um outro desenvolvimento humano mais sustentável, a literatura tem prestado pouca atenção aos anseios, conhecimentos e ações próprios de comunidades indígenas. O artigo analisa o desenvolvimento e as condições de vida da comunidade indígena Catu, localizada entre Goianinha e Canguaretama no Estado do Rio Grande do Norte, baseando-se nos conhecimentos dos indígenas sobre problemas e soluções rumo à sustentabilidade. Para tal, baseia-se nos conhecimentos dos indígenas sobre problemas e soluções no que diz respeito à sustentabilidade. Esta pesquisa, de abordagem qualitativa, compreendeu as condições de vida dos indígenas e as soluções de problemas propostas por eles utilizando-se de ferramentas do método Diagnóstico Rural Participativo. Os resultados deste estudo em Catu mostraram que os indígenas participantes do diagnóstico possuem amplo conhecimento das potencialidades e dos problemas da comunidade. Rumo a estratégias mais sustentáveis, elaborou-se um plano de ação comunitário contrário às ações exógenas.
