The role of the Brazilian State in the Implementation of Educational Policies: a history of submission to capital and international organizations

Resumo: | This article discusses the Brazilian educational policy in its historical context, as its objectives it proposes to analyze the educational policies in the Brazilian scenario from the colony to the redemocratization in 1988 and to promote a current reflection about the equality of conditions, access, permanence and quality of formal schooling in Brazil. national scope in light of current legislation. The central question that guided this work consisted of the affirmative premise that the public policies implemented by the Brazilian State, historically consisted of mere government policies, varying in space and time according to the interests and directions imposed by capital and international organizations. As a main result, we can say that historically the educational policy implemented by Brazil was and still is associated with the interests of capital and international organizations, and consequently dissociated from the needs and interests of the less favored classes, not actually materializing the equality for all enshrined in the Constitution of 1988. In view of the researched object and the pursuit of the proposed objectives, bibliographic research was used, and the findings were analyzed in the light of dialectical historical materialism, making use of its classic categories, in particular, the movement, historicity and contradiction. |

La pregunta central que guió este trabajo consistió en la premisa afirmativa de que las políticas públicas implementadas por el Estado brasileño, históricamente consistieron en meras políticas de gobierno, variando en el espacio y en el tiempo de acuerdo con los intereses y direcciones impuestas por el capital y los organismos internacionales. Como principal resultado, podemos decir que históricamente la política educativa implementada por Brasil estuvo y aún está asociada a los intereses del capital y de los organismos internacionales, y en consecuencia desvinculada de las necesidades e intereses de las clases menos favorecidas, no materializándose en realidad la igualdad de todo ello consagrado en la Constitución de 1988. Teniendo en cuenta el objeto investigado y la consecución de los objetivos propuestos, se recurrió a la investigación bibliográfica y se analizaron los hallazgos a la luz del materialismo histórico dialéctico, haciendo uso de sus categorías clásicas, en particular, El movimiento, la historicidad y la contradicción.Este artigo discute a política educacional brasileira no seu contexto histórico, como objetivos se propõe em analisar as políticas educacionais no cenário brasileiro da colônia à redemocratização em 1988 e promover uma reflexão atual acerca da igualdade de condições, acesso, permanência e qualidade da escolarização formal no âmbito nacional a luz da legislação vigente. A questão central, que norteou este trabalho consistiu na premissa afirmativa de que as políticas públicas implementadas pelo Estado brasileiro, historicamente consistiram em meras políticas de governo, variando no espaço e no tempo de acordo com os interesses e direcionamentos impostos pelo capital e pelos organismos internacionais. Como principal resultado, podemos afirmar que historicamente a política educacional implementada pelo Brasil esteve e ainda está associada aos interesses do capital e de organismos internacionais, e consequentemente dissociada das necessidades e interesses das classes menos favorecidas, não materializando de fato a igualdade para todos consignada na Constituição de 1988.
