A look at the regulatory complex and the role of primary care in the care process

Resumo: | The National Regulatory Policy is a management strategy aimed at organizing the Brazilian health system, improving available resources, qualifying the population's attention and access to health actions and services. This study aims to discuss the health regulation process and the role of primary care health professionals in the system's solvability. This is a literature review research. For collection, the following criteria were used: Situational diagnosis of primary care, Criteria for access to the regulation system and Research that supports the relationship between primary care, professionals and the process of regulation of specialized procedures. The material was acquired by the Electronic Library Scientific Electronic Library Online (SciELO), Ordinances of the Ministry of Health (MS) regarding the Primary Care Policy and National Health Regulation Policy and municipal bylaws. As a result, it can be seen that health professionals in the scope of primary care are considered the articulators of the care network and considers the System of Regulation of Procedures a fundamental management strategy to guarantee the rights of users in accordance with the principles of the SUS. Therefore, it is necessary to present a relationship between the information available in information systems and the primary care service, a process achieved with the permanent education strategy, since health professionals who are able to effectively articulate the demand process existing in the primary system for the specialized service allows to minimize the drowning of the entire health system. |

Este estudio tiene como objetivo discutir el proceso de regulación de la salud y el papel de los profesionales de salud de la atención primaria en la solución del sistema. Esta es una investigación de revisión de literatura. Para la recolección se utilizaron los siguientes criterios: Diagnóstico situacional de la atención primaria, Criterios de acceso al sistema de regulación e Investigación que sustente la relación entre la atención primaria, los profesionales y el proceso de regulación de los procedimientos especializados. El material fue adquirido por la Biblioteca Electrónica Scientific Electronic Library Online (SciELO), Ordenanzas del Ministerio de Salud (MS) sobre la Política de Atención Primaria y Política Nacional de Regulación Sanitaria y ordenanzas municipales. Como resultado, se puede apreciar que los profesionales de salud en el ámbito de la atención primaria son considerados los articuladores de la red de atención y consideran el Sistema de Regulación de Procedimientos una estrategia de gestión fundamental para garantizar los derechos de los usuarios de acuerdo con los principios de la SUS. Por lo tanto, es necesario presentar una relación entre la información disponible en los sistemas de información y el servicio de atención primaria, proceso que se logra con la estrategia de educación permanente, ya que los profesionales de la salud que sean capaces de articular de manera efectiva el proceso de demanda existente en el sistema primario por la servicio especializado permite minimizar el ahogamiento de todo el sistema de salud.A Política Nacional de Regulação é uma estratégia de gestão com finalidade de organizar o sistema de saúde brasileiro, aperfeiçoar os recursos disponíveis, qualificar a atenção e o acesso da população às ações e aos serviços de saúde. Este estudo tem como objetivo discutir o processo de regulação em saúde e o protagonismo do profissional de saúde da atenção básica na resolubilidade do sistema. Trata-se de uma pesquisa de revisão de literatura, e para coleta utilizou-se como critérios: Diagnostico situacional da atenção básica, Critérios de acesso ao sistema de regulação e Pesquisas que fundamentem a relação da atenção básica, profissionais e processo de regulação de procedimentos especializados. O material foi adquirido pela Biblioteca Eletrônica Scientific Electronic Library Online (SciELO), Portarias do Ministério da Saúde (MS) referente a Politica de Atenção Básica e Politica Nacional de Regulação em Saúde e regimento municipal. Como resultados percebe-se que os profissionais de saúde no âmbito da atenção básica são considerados os articuladores da rede de cuidado e considera o Sistema de Regulação de Procedimentos uma estratégia de gestão fundamental para garantir os direitos dos usuários de acordo com os princípios do SUS.
