The nature of human behavior in the distinction of good environmental performance: a constructivist essay on having and being

Resumo: Based on the constructivist theory of learning and the principles of physics, this article aims to present theoretical and methodological contributions to the evaluation of environmental performance, based on the quality of human performance in the use of the media. Therefore, environmental performance is understood as the result of learning processes and the amplification of intelligence potential, which explains the individual-environment relationship. Based on bibliographic and documentary research, mobilizing Piaget's psychogenetic theory and Prigogine's theory of dissipative structures, this article presents the Environmental Performance Index (IDA) as a result of these studies, which, in addition to being an analytical tool, is proposed as an enhancer for better uses of resources. The IDA, by pointing out an adequate attribute of environmental performance, presents itself as a facilitator in understanding the implications arising from the use of means and motivator in the search for the improvement of its performance and, consequently, for its human differentiation. Thus, based on the methodological instrument, one could assess who performs well, in essence, reward those who use the means well and not only punish. This possibility of valuing the good use of resources could, for example, complement as tools for evaluating public policies on environmental services.

Por tanto, el desempeño ambiental se entiende como el resultado de los procesos de aprendizaje y la amplificación del potencial de inteligencia, lo que explica la relación individuo-medio. Basado en una investigación bibliográfica y documental, movilizando la teoría psicogenética de Piaget y la teoría de las estructuras disipativas de Prigogine, este artículo presenta el Índice de Desempeño Ambiental (IDA) como resultado de estos estudios, el cual, además de ser una herramienta analítica, se propone como potenciador de mejores usos de los medios. El IDA, al señalar un atributo adecuado de desempeño ambiental, se presenta como un facilitador en la comprensión de las implicaciones que surgen del uso de medios y motivador en la búsqueda de la mejora de su desempeño y, en consecuencia, de su diferenciación humana. Así, con base en el instrumento metodológico, se podría evaluar quién se desempeña bien, en esencia, premiar a quien utiliza bien los medios y no solo castigar. Esta posibilidad de valorar el buen uso de los recursos podría, por ejemplo, complementarse como herramientas de evaluación de políticas públicas sobre servicios ambientales.Amparando-se na teoria construtivista da aprendizagem e em princípios da física, este artigo objetiva apresentar contribuições teórico-metodológicas à avaliação do desempenho ambiental, a partir da qualidade da atuação humana no uso de meios. Para tanto, compreende-se desempenho ambiental como o resultado de processos de aprendizagem e da amplificação do potencial da inteligência, que explica a relação indivíduo-meio. Pautando-se em pesquisas bibliográficas e documentais, mobilizando a teoria psicogenética de Piaget e a teoria das estruturas dissipativas de Prigogine, esse artigo apresenta como resultado desses estudos o Índice de Desempenho Ambiental (IDA), o qual, para além de uma ferramenta analítica é proposto como potencializador de melhores utilizações de meios. O IDA, ao apontar um atributo adequado de desempenho ambiental, apresenta-se como um facilitador na compreensão das implicações decorrentes do uso de meios e motivador na busca pela melhoria de seu desempenho e, consequentemente, por sua diferenciação humana. Assim, tem-se que, a partir do instrumento metodológico, se poderia avaliar quem se desempenha bem, em essência, premiar quem usa bem os meios e não somente punir.
