Cyber-citizenship as a consequence of a new governance model in the management of public policies. The General Objective is to demonstrate how and in what way a new governance model can generate greater efficiency in the management of public policies. The methodology starts from the assumptions inherent in the Professional Master's Degree, based on the Three-Dimensional Theory of Law and the Deductive Hypothetical Method. Among the main findings are: In a large part of the world, and especially in Brazil, there is a scenario of complete inefficiency in the provision of public services by the State; It is precisely because of this state bankruptcy in public management that it generates the endemic lack of effectiveness of citizens' fundamental rights; The scenario of ineffectiveness of public policies has contributed decisively to the establishment of a crisis of generalized democratic representativeness; Public governance can play a decisive role using management techniques that have the potential to reduce state inefficiency, increasing the positive reach of public policies; The adoption of a transparent government, as an element of control and oversight of civil society, can guarantee citizens to closely monitor the actions of public sector entities based on the rules of "accountability" and "compliance", importing in the inalienable fulfillment of the laws , standards, regulation; The rapid and rapid development of information and communication technologies has decisively changed the form of human interaction, providing a multitude of channels of communication and information dissemination; These innovations act as catalysts for social desires and as an important tool for evaluating, controlling and directing state management to the true needs of society; it has been demonstrated that cyber-citizenship is a new form of public administration; the full compatibility between cyber-citizenship and public governance is proved, combining the tools of both institutes
