Resumo: The present paper aims to show the relationship between Raymundo Faoro's and Fernando Henrique Cardoso's thoughts regarding the role of state bureaucracy in the development of the nation. Analyzing Faoro's work “Os donos do poder” and a broader set of Cardoso's works, we highlight the similarities and dissimilarities in the thinking of the two authors. We realize that, despite disagreeing with respect to the autonomy of bureaucracy vis-à-vis the classes, Faoro's concept of “bureaucratic status” comes close to Cardoso's categories of “State bourgeoisie” and “bureaucratic rings”, so that both agree with the impossibility of understanding capitalist development in Brazil without taking into account the political forces that dominate the nation.

Analisando a obra “os donos do poder” de Faoro e um conjunto mais amplo de trabalhos de Cardoso, buscamos evidenciar as semelhanças e dissimilitudes no pensamento dos dois autores.
