Trumpism in the Brazilian way: neoconservatism in the diplomatic discourse of Jair Messias Bolsonaro's government

Resumo: | In a broader analysis of the process of political and institutional degradation promoted by Bolsonarism in the Brazilian political debate in recent years, it is worth highlighting the role played by foreign policy in promoting ideas and actions anchored in Trumpist political thought. Emulating the ideas and actions of former United States President Donald Trump, Jair Bolsonaro's government (2019-2022) imported many of his conceptions of international politics, such as populism, nationalism and anti-globalism. Conceived as worldviews that guide the strategic choices of political actors, the ideas help to explain the conception and implementation of foreign policy. Ideological conceptions interact with the constraints and independent variables that impact society, the State and international relations. And they are mobilized by different actors, governments and regimes to formulate, operationalize and legitimize foreign policy choices. In this sense, the article seeks to verify whether Jair Bolsonaro's foreign policy bears similarities to Brazil's conservative worldview in foreign policy. To this end, we sought to analyze how the country's conservative thinking in the 19th and 20th centuries can provide models of understanding about Brazil's international insertion. In a second moment, the article contrasted this conceptual legacy with national-populist thought of North American origin, focusing on the conceptual formulation of the ideas of ideologist Olavo de Carvalho, Chancellor Ernesto Araújo and President Jair Bolsonaro. In a third moment, the implementation of national populism of Trumpist origin was analyzed in three themes of Brazilian diplomacy: in the bilateral relationship with the United States; in the Venezuelan crisis; in relations with Israel and Arab countries. |

Emulando las ideas y acciones del expresidente estadounidense Donald Trump, el gobierno de Jair Bolsonaro (2019-2022) importó muchas de sus concepciones de la política internacional, como el populismo, el nacionalismo y el antiglobalismo. Concebidas como visiones del mundo que guían las decisiones estratégicas de los actores políticos, las ideas ayudan a explicar la concepción y la implementación de la política exterior. Las concepciones ideológicas interactúan con las limitaciones y variables independientes que impactan la sociedad, el Estado y las relaciones internacionales. Y son movilizados por diferentes actores, gobiernos y regímenes para formular, operacionalizar y legitimar opciones de política exterior. En este sentido, el artículo busca verificar si la política exterior de Jair Bolsonaro guarda similitudes con la cosmovisión conservadora de Brasil en política exterior. Para ello, buscamos analizar cómo el pensamiento conservador del país en los siglos XIX y XX puede proporcionar modelos de comprensión sobre la inserción internacional de Brasil. En un segundo momento, el artículo contrasta este legado conceptual con el pensamiento nacional-populista de origen norteamericano, centrándose en la formulación conceptual de las ideas del ideólogo Olavo de Carvalho, el canciller Ernesto Araújo y el presidente Jair Bolsonaro. En un tercer momento, se analizó la implementación del nacionalpopulismo de origen trumpista en tres temas de la diplomacia brasileña: en la relación bilateral con Estados Unidos; en la crisis venezolana; en las relaciones con Israel y los países árabes.Em uma análise mais ampla do processo de degradação política e institucional promovido pelo bolsonarismo no debate político brasileiro nos últimos anos, cumpre destacar o papel desempenhado pela política externa na promoção de ideias e de ações ancoradas no pensamento político trumpista. Emulando as ideias e as ações do ex-presidente dos Estados Unidos Donald Trump, o governo de Jair Bolsonaro (2019-2022) importou muitas de suas concepções de política internacional, como o populismo, o nacionalismo e o antiglobalismo. Concebidas como visões de mundo que balizam as escolhas estratégicas de atores políticos, as ideias ajudam a explicar a concepção e a implementação da política externa. As concepções ideológicas interagem com os constrangimentos e variáveis independentes que impactam a sociedade, o Estado e as relações internacionais. E são mobilizadas pelos diferentes atores, governos e regimes para formular, operacionalizar e legitimar escolhas de política externa. Nesse sentido, o artigo procura verificar se a política externa de Jair Bolsonaro guarda semelhanças com uma visão de mundo conservadora do Brasil em política externa. Para tanto, buscou-se analisar como o pensamento conservador do país nos séculos XIX e XX pode fornecer modelos de compreensão sobre a inserção internacional brasileira. Em um segundo momento, o artigo contrapôs esse legado conceitual ao pensamento nacional-populista de origem norte-americana, com foco na formulação conceitual das ideias do ideólogo Olavo de Carvalho, do chanceler Ernesto Araújo e do presidente Jair Bolsonaro.
