Resumo: The democratic regime is generally based on the North American liberal model, under the mercantile-individualist freedom of the capitalist system perspective. This paper proposes a critical analysis of human rights in a reinterpretation of Michael Walzer's conception of recognition. Under this desideratum, we aim to elucidate the following question: What is the possibility of peripheral requests being considered in the game of liberal democracy? The method used consists of a literature review about liberal democracy, critical theory of human rights, theory of recognition, counter-hegemony and ethics of alterity. It is hypothesized that it is possible to reconfigure the democratic participation instruments under the counter-hegemonic bias to defend peripheral requests
