Condomínios rurais para armazenagem de grãos: uma análise com base nos pressupostos da nova economia institucional

Resumo: This dissertation addresses the governance structures called rural condominiums for grain storage, analyzes its functioning based on the assumptions of the New Institutional Economy and points out the reasons considered by rural producers when migrating to this form of coordination to store their production. To achieve this objective, an applied, descriptive and explanatory research was carried out with a qualitative approach and the procedure used was the case study. The research was carried out in rural condominiums located in the municipality of Palotina and Francisco Alves, in the state of Paraná. The research results reveal that the behavioral assumptions of limited rationality and opportunism are present among the actors of the rural condominium, the management of the condominium is carried out by the producers themselves and the execution of this activity brought insecurity to the group, due to the limited rationality of the agents and what actions opportunistic are mitigated by the independence and autonomy of each unit owner with their production. The analyzed sector has a lot of uncertainty, high asset specificity and high frequency and the form of governance adopted is justified by the behavioral and transactional conditions present in the interaction between condominium and condominium owners. The tenants are satisfied with the result obtained with the organization and favorable points were achieved such as agility in unloading, greater autonomy in the commercialization of their product, improvement in the commercialization price and increased competitiveness. The results also reveal that the condominium is seen by producers as an additional option to store their production, that they do not fully migrate to this governance structure and continue to be part of cooperatives or cereal producers. This topic is relevant for the development of agribusiness in Paraná, since the competitiveness of the producer is affected by the commercialization of agricultural products and the infrastructure used.

Para atingir este objetivo foi realizada uma pesquisa de natureza aplicada, descritiva e explicativa com abordagem qualitativa e o procedimento utilizado foi o estudo de caso. A pesquisa foi realizada nos condomínios rurais localizados no município de Palotina e Francisco Alves, no estado do Paraná. Os resultados da pesquisa revelam que os pressupostos comportamentais racionalidade limitada e oportunismo estão presentes entre os atores do condomínio rural, a gestão do condomínio é realizada pelos proprios produtores e a execução dessa atividade trouxe insegurança ao grupo, devido a racionalidade limitada dos agentes e que ações oportunista são mitigadas pela independencia e autonomia de cada condômino com sua produção. O setor analisado possui muita incerteza, elevada especificidade dos ativos e alta frequência e a forma de governança adotada se justificada pelas condições comportamentais e transacionais presentes na interação entre condomínio e condôminos. Os condôminos estão satisfeitos com o resultado obtido com a organização e pontos favoráveis foram alcançados como agilidade na descarga, maior autonomia na comercialização do seu produto, melhora no preço de comercialização e aumento da competitividade. Os resultados revelam ainda que o condomínio é visto pelos produtores como uma opção a mais para armazenar sua produção, que eles não migram totalmente para essa estrutura de governaça e continuam a fazer parte de cooperativas ou cerealistas.
