In the last decades in Brazil, we noticed the growth and the seriousness of the phenomenon of the population in a street situation. This phenomenon is composed of quite divergent factors, ranging from lack of employment; family breakdowns; relocation to another city in search of a more dignified life; health problems, including mental illness; problems with alcoholism; drug dependencies, among others. This finding, as well as the popular pressure by the movement, which was created by decree no. 7.053, on December 23rd, 2009, established, in Brazil, the National Policy for the Population in Street Situation (PNPSR) and its Intersectoral Monitoring Committee, which, together with the national policy, defines this population as being a heterogeneous group of individuals, vulnerable in relation to lack of work, regular conventional housing and the impossibility of self or family support. These people live in extreme survival situations and they use public places and degraded areas as housing and their livelihood, some temporarily, others permanently, and they make use of units for temporary overnight accommodation or as temporary dwelling. In addition, there is the Unified Social Assistance System (SUAS), which complements the Organic Law of Social Assistance (LOAS), created to regulate social assistance. Thus, PNPSR answers the LOAS modification and aims at the implementation of Specialized Reference Centers to serve this population. These characteristics constitute a service network. The researcher's experience in monitoring the implementation of the Specialized Reference Center for the Population in Street Situation (Centros POP), in the Municipality of Umuarama, in the state of Paraná, lead to the following problematization: are the policies advocated by the State being, in fact, developed? To carry out this research, using the scientific method, we used the qualitative approach, documentary analysis and interview with a group of this population, through a case study of Centro POP units, Dr. Leopoldino’s Soup Kitchen, and the Support Association to Professional Promotion (Apromo). The hypothesis of this work was partially confirmed, since the implementation of the policy was carried out in a satisfactory way, which can be proven with the data that were collected, organized and analyzed. At the end, some possible considerations and suggestions are presented to improve the public policy network service for population in street situation.
