THE SCHOOLING OF PEOPLE WITH DISABILITIES AND SPECIAL NEEDS IN BRAZIL: : SEGREGATION AND CAPACITISM

Resumo: This article analyzed the relationship between the long history of segregation that people with disabilities experienced over time during their schooling processes in Brazil and Special Education, based on a case study in Ouro Preto/MG. In this analysis, we verified legal documents and public policies, in addition to enrollment data obtained from the Censo da Educação Básica between 2007 and 2020, which made it possible to perceive that APAE's performance in serving students with disabilities remains hegemonic, despite the transformations paradigms that occurred in Brazil and the increasing number of enrollments in other education networks. According to IBGE data from 2010 (revised in 2018), 6.7% of the population has some disability. There are about 14 million Brazilians, an expressive number, although it is not difficult to find discourses and attitudes that reinforce the exclusion of people with disabilities, reaffirming capable attitudes.

En este análisis, verificamos los documentos legales y las políticas públicas, además de los datos de matriculación obtenidos en el Censo da Educação Básica entre 2007 y 2020, lo que permitió constatar que la actuación de la APAE en la atención a los alumnos con discapacidad sigue siendo hegemónica, a pesar de las transformaciones paradigmáticas ocurridas en Brasil y del aumento de las matriculaciones en otras redes educativas. Según los datos del IBGE de 2010 (revisados en 2018), el 6,7% de la población tiene algún tipo de discapacidad. Hay unos 14 millones de brasileños, un número importante, pero no es difícil encontrar discursos y actitudes que refuerzan la exclusión de las personas con discapacidad, reafirmando actitudes capacitadoras.Esse artigo analisou a relação entre a longa história de segregação à qual as pessoas com deficiência foram submetidas durante seus processos de escolarização no Brasil e o cenário da Educação Especial, a partir de estudo de caso em Ouro Preto/MG. Nesta análise, verificamos documentos legais e políticas públicas, além de dados de matrículas obtidos no Censo da Educação Básica, entre 2007 e 2020, o que tornou possível perceber que a atuação da APAE no atendimento de estudantes com deficiência permanece hegemônica, apesar das transformações paradigmáticas ocorridas no Brasil e do crescente aumento do número de matrículas em outras redes de ensino. Conforme dados do IBGE de 2010 (revistos em 2018), 6,7% da população tem algum tipo de deficiência.
