Problems concerning the refugees ' situation have been highlighted in the last decades due to the growing number of people who have been leaving their birthplaces looking for safety and protection in other countries. International Institutions and government authorities searched for a legal definition which can identify a person in a refuge situation and then they developed actions to relieve them from the problems they have been facing. Brazil has developed a modern and broad legislation for this subject, and it is a pioneer among the Latin American countries and developed the Solidarity Resettlement Program. This program is an important tool for the solution of the problems facing these refugees. Because of its Geographical factor, and due to its economical and political distiction obtained recently in the international setting, the country has been more and more sought after by these refugees. The main reasons for that are, first of all, through the growing number of dislocated people, a result of a variety of synthesis resulted from the social changes inherent to the process of expansion of the investiment ocurred during this period of time. And in the second place, refugees don't find in their countries the necessary conditions to interect and neither have an economic success. The analysis from these hypothesis came with the help of relevant literature and from the interviews made during refugees process of resettlement in the city of Mogi das Cruzes, SP, which enabled new possibilities to understand this phenomenon more and more frequent and the characteristics in the processs of insertion of refugees in the Brazilian territory
