Relação entre práticas culturais nacionais e o processo decisório estratégico de investimento no segmento de testes clínicos

Resumo: | The globalization, the developments in information technology and the need for competitiveness to compete globally, have encouraged companies to domestic and international stock control to seek investments in new products, services, strategic partnerships in order to survive the growing competition and the problems that are often generated by its market economy. The national culture plays an important role for the survival of the organization and the community, serving for performing external tasks such as understanding the market, technology and everything that is related to the strategic environment, creating coordination and internal integration and the conduct of the decision-making process. In this context arises the question of what the relationship between national culture and strategic decision-making process of investment in the clinical trials industry. To solve this problem we sought to study the strategic decision-making process of investment in the clinical trials sector and what its relationship to national culture. We used the strategy of multiple cases with interviews in four national clinical research centers that develop clinical trials. The results showed that the orientation of national cultural practices and future performance and assertiveness relate to the initial stimulation of the strategic decision-making process of investment in the clinical trial segment. Besides, national cultural practices institutional collectivism and distance of power when applied to regulators and regulating clinical trial segment are related to greater uncertainty in the transactions affecting the time of approval clinical trials and therefore invalidating the launch of new products. The conclusion is that decision theory can benefit from the theory of national culture to understand the formation of the stimulus for action and intensity and that national culture theory has to gain in its explanatory power to consider the relationship of cultural practices formal institutions, such as sectorial regulation, and their influence on cognition manager. |

A cultura nacional desenvolve um papel importante para a sobrevivência da organização e da comunidade, servindo para realização das tarefas externas como compreender o mercado, tecnologia e tudo o que está relacionado ao ambiente estratégico, criando coordenação e integração interna e a condução do processo decisório. Neste contexto coloca-se a questão de qual a relação da cultura nacional e o processo decisório estratégico de investimento no setor de testes clínicos. Para responder a esse problema buscou-se estudar o processo decisório estratégico de investimento no setor de testes clínicos e qual sua relação com a cultura nacional. Utilizou-se a estratégia de casos múltiplos, com entrevistas em quatro centros de pesquisas clínicas nacionais que desenvolvem testes clínicos. Os resultados mostraram que as práticas culturais nacionais de orientação para desempenho e futuro e assertividade se relacionam com o estímulo inicial do processo decisório estratégico de investimento no segmento de teste clínico. Por outro lado, as práticas culturais nacionais de coletivismo institucional e distância do poder quando aplicadas nas agências reguladoras e na regulação do segmento de teste clínico, estão relacionadas com maior incerteza nas transações, afetando o tempo da aprovação de testes clínicos e com isso inviabilizando o lançamento de novos produtos.
