Resumo: This dissertation deals with Rua Estados Unidos, inserted in Jardim América neighborhood, and its transformations over time, from its creation to the present day. The street was recently inserted in a great controversy: the debate about the adoption of a new zoning law (bill 272/2015) that would transform it into a ZCor - Corridor Zone, allowing the expansion of commercial uses in the area. The creation of Jardim America, was inspired by Ebenezer Howard’s urban model of the garden-city. The idea was to create differentiated and protected places from the insalubrity that began to invade the São Paulo urban scenario, which grew without any organization, shaped by the development of the coffee industry that attracted banks, railroads, manufacturing development, mechanization, increase of export trade, among others. The creation of Rua Estados Unidos, in 1915 was the result of an urban policy that aimed to serve an aristocratic class of São Paulo, facing a scenario of accelerated population expansion that the city of São Paulo enjoyed from the end of the nineteenth century, when it gained status as a consequence of the success of the Coffee economy and industrialization. The twentieth century was marked by the great development of the city of São Paulo, as consequence of the industrial revolution. Urban land regulation instruments emerge, thus new ways of thinking the territory assume a fundamental role in the 21st century, seeking the creation of models for maintaining life in cities, in face of its rapid growth . The present work encompasses the frequent debate of the use and occupation of the city's land, which is regulated by acts, norms and laws of zoning that directly interfered in the direction of the city growth, favoring the differentiated occupation of the Jardim América and also of other regions of the city that arose over the years. The analysis of the discussion of these ideals throughout the history of the city and how this reflected in the development of Rua Estados Unidos over the last hundred years is the main focus of this paper.

A rua, recentemente esteve inserida em uma grande polêmica: a discussão em torno da adoção de uma nova lei de zoneamento (projeto de lei 272/2015) que iria transformá-la em uma ZCor – Zona Corredor, permitindo a ampliação dos usos de comércio e serviços na área. A criação do Jardim América, foi inspirada no modelo urbanístico de cidade jardim de Ebenezer Howard. A ideia era criar lugares diferenciados e protegidos da insalubridade que começava a invadir o cenário urbano paulistano, que por sua vez apresentava um crescimento sem qualquer organização espacial, moldado pelo desenvolvimento da indústria cafeeira que atraiu para a cidade bancos, ferrovias, desenvolvimento da manufatura, mecanização, incremento do comércio exportador, entre outros. Sua implantação em 1915, foi resultado de uma política urbana que visava atender a uma classe aristocrata paulistana, diante de um cenário de acelerada expansão populacional que a cidade de São Paulo sofria desde o final do século XIX, quando ganhou status por consequência do sucesso da economia cafeeira e da industrialização. O século XX foi marcado pelo grande desenvolvimento da cidade, diretamente relacionado com a revolução industrial. Surgem instrumentos reguladores do solo urbano e assim, novas formas de pensar o território assumem um papel fundamental no século XXI, buscando a construção de modelos capazes de contribuir com a manutenção da vida nas cidades, frente ao seu rápido crescimento. O presente trabalho engloba a discussão frequente do uso e ocupação do solo da cidade, regulamentados por atos, normas e leis de zoneamento, que interferiram diretamente nos rumos da cidade e favoreceram a ocupação diferenciada do Jardim América e também de outras regiões da cidade que surgiram com o passar dos anos.
