The central themes of this thesis are the issues of work safety, accidents occurred in industrial countries and their legislation, the evolution of public policies on work safety and the large number of occupational accidents in Brazil in the 1970s. With the implementation of public policies, there is the problem that is formulated thus: how neoliberal policies have included the Public Policy of Work Safety Education in Brazil and are mandatory to members of CIPA and workers in the companies for the reduction of work accidents and / or occupational disease? The work field of neoliberalism experience the degradation of work, precariousness, outsourcing and contract out of work coupled with ongoing advances in technology with flexible structures in the workplace, workers and general requirements of work intensification, rationalization of activities, decreased wages, which results in minimizing the costs for the pursuit of capitalist accumulation with a visible increase in work accidents and occupational diseases. Analyze the present education in public policy through the regulatory standards for training and performance of businesses and workers in the degrees of enviromental risks of various economic sectors. Education in regulatory standards for training required to Specialized Service of Safety Engineering and Occupational Medicine, and the CIPA members and workers. The workers have shown how little training is given by companies and unions. The basic category of analysis is the notion of work within the capitalist mode of production. The point of theoretical methodological approach is historical materialism, in which start of the practice immediately to understand the set of relationships and contradictions that surround it in order to return to the real in its concreteness.
