Resumo: The purpose of the present research are the Social Observatories and its main objective is to verify the importance and effectiveness of a Social Observatory as an instrument of social control of the Public Administration in the search of prevention and the fight against corruption and in the promotion of citizenship. The methodology used was bibliographical and documentary. It was concluded that the Social Observatories, when well structured, are in fact very effective as an instrument of social control of the Public Administration in the search of prevention and fight against corruption. Its effectiveness is due, among other things, to the fact that these organisms act in a preventive way, mainly in the control of the bidding processes carried out by public agencies. Social Observatories, by promoting organized social control, play a fundamental role in the development of public accountability and citizen awareness.

A metodologia empregada foi a bibliográfica e documental. Concluiu-se que, os Observatórios Sociais, quando bem estruturados, são de fato muito eficazes como instrumento de controle social da Administração Pública na busca da prevenção e combate à corrupção. Sua eficácia dá-se, dentre outras coisas, pelo fato de que estes organismos agem de maneira preventiva, principalmente na fiscalização dos processos licitatórios realizados pelos órgãos públicos.
