The main objective of this paper is search about the affective patronage program, what is its purpose and what are its effects on the development of institutionally accepted children and adolescents. With bibliographic research through doctrines, scientific papers and pertinent legislation, which deals with the fundamental rights of sheltered minors, it was observed the importance of effecting the family and community life for the growth of each infant or adolescent admitted to a state institution, who, after having their basic rights infringed by their parents or guardians, eventually lost their family reference, which influences considerably on their cognitive, psychic and physical development, etc. Since these children and adolescent stay too much time in the shelters, this measure, when effected by someone in the community, aims to guarantee the effectiveness of the fundamental rights of this child or adolescent, with full protection. As specific objectives, this paper sought to analyze the applicability of affective patronage as a way to guarantee the living of the institutionally sheltered minors within a family and in the community, as well as verify the requirements to participate in the Affective Patronage Program and the effects on the individuals involved. This study made it possible to understand the importance of patronage as a beneficial alternative for sheltered with remote chances of adoption, who, through this opportunity, have higher expectations of a better future. However, the program still needs to be improved regarding to the requirements to apply for patronage, which can soon be achieved through bills in the National Congress
