Analysis of studies and researches on the social meaning of the University for All Program (PROUNI)

Resumo: This study addresses the social meaning of the University for All Program (PROUNI), in the context of educational policies in Brazil. It presents a systematization of the academic and scientific productions on the Program (2006–2011) and its prospects. The survey records obtained from the Scientific Electronic Library Online (SciELO) and the Public Domain Portal CAPES scored a total of 27 dissertations, theses, and scientific articles published in eight Brazilian states, mostly in the southeast, in 2009. Four subthemes were analyzed: policies related to access to and training in higher education, social inclusion policy, tax breaks, and perceptions and impacts on the beneficiaries. This study concludes that the PROUNI, a public policy of affirmative action, has a relevant social meaning and wide cultural and historical significance and, as such, is obstructed by conflicts and contradictions with tax breaks and the lack of attention to the beneficiaries being its most controversial issues.

Presenta una sistematizacion de las producciones academicas y cientificas del Programa (2006-2011) y sus perspectivas. La pesquisa realizada en la Scientific Electronic Library Online - SciELO - y la pagina de Dominio Público de la CAPES destaco un total de 27 tesis doctorales, disertaciones y artículos científicos publicados en ocho estados del pais, principalmente en el sureste y en el año 2009. Fueron analizados cuatro sub temas: la politica de acceso y formacion en la educacion superior; la politica de inclusion social; exenciones fiscales; y la percepcion y el impacto sobre los beneficiarios. En conclusion, el PROUNI es una politica pública de accion afirmativa de relevante significado social y amplio alcance cultural y historico, aunque atravesada por conflictos y contradicciones polemicas debido a la exencion de impuestos y la falta de atencion a los beneficiarios.O estudo aborda o sentido social do Programa Universidade para Todos (PROUNI), no contexto das politicas educacionais, no Brasil. Apresenta uma sistematização das producoes academicas e cientificas sobre o Programa (2006-2011) e suas perspectivas. O levantamento feito a partir de registros no Scientific Electronic Library Online – SciELO – e no Portal Dominio Público da CAPES apontou um total de 27 dissertacoes, teses e artigos científicos publicados, em oito estados brasileiros, a maioria no Sudeste e em 2009. Foram analisados quatro subtemas: politica de acesso e formação na Educação Superior; politica de inclusao social; renúncia fiscal; e percepcao e impactos segundo os beneficiarios.
