This dissertation aims at the understanding of the relationships among the land use and occupation and its degree of preservation or deterioration. The urban hydrographic basin of Canal do Cunha was chosen as the unit of analysis, emphasizing the water body as the witness of successive impacts coming from the occupation model of that place and from the existing signs of the territory as a consequence of its urban development. Thus, the present research brings about urban environmental issues and their insertion in a peripheral capitalist model where the absence of adequate public policies, during decades, developed into, the existing aggressive social stratification added to inadequate and insufficient investments allocation, encouraging a qualitative decreasing that explains the increasing deterioration of the basin. Therefore, this paper is a comparative analysis among the process of land use and occupation or the history of place, the deterioration of place or the damages to environmental health, and the characteristics of its population (its living conditions and changes on the endemicepidemic relationships), which will provide the conceptual and philosophical foundations to support the elaboration of methods for the quantitative and qualitative assessment of this same degradation.
