Estratégia de internacionalização de um banco brasileiro no Japão: Banco do Brasil

Resumo: The main objective of this research is to analyze the internationalization strategies of Banco do Brasil in Japan, from its installation in 1970 to 2008, when the subprime financial crisis occurred, and the adherence of these strategies to the main theories of internationalization for financial organizations. In order to have a better contextualization regarding internationalization strategies, we discuss how this process occurs in Brazilian companies, describing the advantages and barriers of an internationalization process. Our theoretical frame of reference is constituted mainly by the two most accepted theories when we speak of strategies of internationalization of financial organizations, Ecletic Paradigm of Dunning and School of Uppsala. The first theoretical chain mentioned has an economic focus and its main characteristics are planned and rational, while the second focuses behavior based on incremental development. Methodologically, our research is a case study, the BB in Japan, and was guided through historical documentary research (Board records of the early 70's and Annual Reports of the institution), where documents were analyzed regarding the opening of the office of representation of Banco do Brasil in Tokyo, and later, during its expansion from 1994 to 2008, documents of the period were also analyzed, as well as journalistic sources, works and academic articles. We conclude that there is strong evidence at the time of BB's installation in Japan (1970) that the pioneering stage of installation in the Japanese archipelago was based on the theory of the Eclectic Paradigm, given the frank economic expansion experienced by the country at the time, as well as the search to establish itself in the international market, by means of greater financial representation, captation in strong currencies and increase of the international trade with its main partners. In the same sense, we do not reject the hypothesis that in its expansion cycle after 1994, after 24 years of accumulated experience in the Japanese market, with greater knowledge of norms, customs, operating methods and management with Japanese regulatory and supervisory bodies the Bank of Brazil has used Uppsala School theory, based on incremental development.

Para que houvesse uma maior contextualização com relação às estratégias de internacionalização, discorremos sobre como este processo ocorre em empresas brasileiras, descrevendo sobre as vantagens e barreiras de um processo de internacionalização. Nosso quadro teórico de referência é constituído principalmente pelas duas teorias mais aceitas quando falamos de estratégias de internacionalização de organizações financeiras, Paradigma Eclético de Dunning e Escola de Uppsala. A primeira corrente teórica citada possui foco econômico e tem como principais características ser planejada e racional, enquanto a segunda focaliza o comportamento com base no desenvolvimento incremental. Metodologicamente, nossa pesquisa é um estudo de caso, o BB no Japão, e foi orientada através de pesquisa histórica documental (atas de Diretoria do início dos anos 70 e Relatórios Anuais da instituição), onde foram analisados os documentos referentes a abertura do escritório de representação do Banco do Brasil, em Tóquio, e, posteriormente, quando de sua expansão de 1994 até 2008. Também foram analisados documentos da época, bem como fontes jornalísticas, trabalhos e artigos acadêmicos. Concluímos que há fortes indícios, quando da instalação do BB no Japão (1970), de que a etapa pioneira de instalação no arquipélago nipônico tenha sido baseada na teoria do Paradigma Eclético, tendo em vista a franca expansão econômica vivida pelo país à época, bem como a busca de firmar-se no mercado internacional, por meio de maior representação financeira, captação em moedas fortes e aumento do comércio internacional com os seus principais parceiros. No mesmo sentido, não rejeitamos a proposição de que no seu ciclo de expansão a partir de 1994, após 24 anos de experiência acumulada no mercado japonês, com maior conhecimento de normas, costumes, métodos operacionais e de gestão junto a órgãos reguladores e fiscalizadores japoneses o Banco do Brasil tenha utilizado a teoria da Escola de Uppsala, baseada no desenvolvimento incremental.
