Resumo: In the post-industrial societies, computers are ubiquitousand pervasive. Besides, they are interconnected. As thesecharacteristics give unprecedented productivity, theyalso present risks never faced before. Cyber offences posethe threat of powerful nations, both in the military andeconomic dimensions, being confronted by much weakerstates, or even proto-states or terrorist groups. At thesame time, cyber superpowers have the ability of remotelyand surreptitiously coerce opponents without deployingtroops in the field. This paper outlines the threats posedby state-sponsored cyber-offences and analyzes theircharacteristics, describing their applications in the lightof some traditional military concepts, and also theirmotivations, the nature of their operations, the warriorsand the weapons used.
