This article seeks to unveil the symbolic game in the process of construction of the cycling policy in the Federal District/DF, as part of the urban planning of Brasília, with regard to active mobility policies implemented in the last 15 years, related to the redefinition of mobility - Human, Intelligent, Creative and Sustainable City (CHICS) – with bicycle support. The analysis is carried out from the systemic and relational perspective of the structures of domination proposed by Bourdieu, based on the assumption of socially and historically constructed daily life. It will seek to elucidate whether the cycling policy in the DF would have arisen from micro-processes of social construction that would denote the formation of a local cycling culture. Or, on the other hand, if the public actions would have been the result of the symbolic construction of domination and the formatting of meanings, which would include an agenda aimed at reframing Brasília, in the context of smart cities. A contextual turn is suggested, based on the change in the dynamics between the various actors, based on the theory-author network of Latour, considering the formation of collective consciousness with more integrated, homogeneous and cohesive mobility solutions in the CHICS urban context. It starts from the dialectic-inductive methodology, observing the different positions in the application of the instrument.
