Resumo: In the 1980s, the most important goal pursued by the U5A is a balanced growth parallel to economic development. 5ubstantial changes will be necessary, as concerns the American approach to development, so that such an aim can be achieved. In the presentation of a more modern paradigm we must establish clearly and comprehensively the parameters within which the public sector plays its role in the development process or, more specifically, we will have to deeply examine and consider the definition of roles played by the various agents and institutions in the framework of the complex federal American government system.

O objetivo geral deste artigo é definir a utilidade de abordagens regionais Para um desenvolvimento econômico e comunitário eficaz, ou seja, a intenção do autor é determinar as orientações que devem ser seguidas para fortalecer as abordagens de desenvolvimento regional nos EUA durante a década de 80. A abordagem regional ao desenvolvimento é aquela que procura tomar decisões de investimento considerando um território socioeconômico abrangente, em lugar de levar em conta uma área geográfica demarcada principalmente por fronteiras nacionais ou internas.
