The present study aims at understanding the role of municipal politics in Brazil. It investigates the concept of local power, which today is somewhat more disseminated in analyses of the dynamics of power at the municipal level. Besides contributing to an explanatory discussion on local power as well as on several subjects linked to it, this thesis also tries to understand the attempts to make such local power practicable through participative procedures or participative municipal administration. It constitutes a dialectic exercise with an empirical and theoretical basis which aims at defining the possibilities and limitations of such proposals. The basic feature of the present study is its focus on municipal education projects and proposals, from the perspective of the formation of a democratic school. How can we understand, plan and evaluate the political-ideological teaching process developed in the municipal educational system if there is no concern about the role played by schools, or about their function at the municipal level? The present study aims are promoting such understanding, thus contributing to practitioners of the political-educational area. The analytical field of this research includes (a) theoretical back-round of the local power concept and related themes; (b) description of participative experiences in municipal administration;(c) considerations on the proposals for participation in the municipal administration; and (d) final remarks on the possibilities and limitations of such proposals. More specifically, this study represents an attempt at initial definition of this broad issue, which is the subject for further discussion.
