Resumo: This study aimed to analyze the debate over genetically modifi ed foods in Senate and House of Representatives. Therefore, as an object of study, we used the speeches of Senators and Representatives from January 2003 to December 2008, available on the websites of the Senate and House of Representatives. Such speeches were methodologically worked for Content Analysis technique, form thematic analysis, which seeks the cores senses of texts. As main results, issues like the lack of scientifi c basis for decision-making, prerogatives of CTNBio, the economic interests in the adoption of transgenic products and the joint debate on stem cells and GM in the same law, were recurring themes in the discourses. We conclude that this issue generates, among parliamentarians, controversy similar to that identifi ed in the general population, including the scientifi c community, which contributes to the persistence of a high degree of uncertainty about the use of GMOs

Para tanto, como objeto de estudo, recorreu-se aos discursos dos senadores e deputados no período de janeiro de 2003 a dezembro de 2008, disponíveis nos sites do Senado Federal e da Câmara dos Deputados. Tais discursos foram metodologicamente trabalhados pela técnica de Análise de Conteúdo, modalidade análise temática, que busca os núcleos de sentidos dos textos. Como principais resultados, observa-se que questões como a ausência de bases científi cas para tomada de decisões, as competências da CTNBio, os interesses econômicos na adoção dos transgênicos e a junção dos debates sobre células-tronco e Organismos Geneticamente Modificados (OGMs) numa mesma lei são temas recorrentes nos discursos.
