Resumo: This article discusses some of the difficulties involved in the implementation of Supplementary Programs, which are voluntary programs created by the federal government and executed by the other federal entities with funds transferred by the Union. Using the document analysis method, we examined some of the rules set out in the FNDE Resolutions that regulate the financial execution of these programs, and considered data on the transfer and use of resources. By identifying some problems related to the financing and execution of the Supplementary Programs, the article proposes a reflection on the fragile limits of the Brazilian federative pact and the need for a review of the supplementary, redistributive and coordinating role of the Union in educational matters.
