The 2016 Coup D'etat and its Impact on the Process of Privatization of the Financing of Brazilian Basic Education

Resumo: The purpose of this study is to demonstrate how the interests of the bourgeois classes and fractions of the bourgeoisie affected the public funding of basic education after the 2016 coup d'état until the year 2020. To do so, the concepts of political crisis and coup d'état were studied, as well as documentary analyzes were carried out in primary and secondary sources, journalistic articles and theoretical productions that address the subject, which ended up methodologically defining our research as bibliographical and documentary. It was possible to conclude that the coup should be treated as a coup of social reproduction whose centrality is the change in hegemony within the power bloc. It was demonstrated that international finance capital and the fraction of the Brazilian bourgeoisie associated with it came to hold hegemony within the power bloc. This change had relevant effects on the public policy for financing basic education, as it expanded the possibilities of its privatization. The coup d'état greatly expanded the process of privatization of the financing of Brazilian basic education, either through Constitutional Amendment 95/2016 or through successive cuts, deviations, divestments, transfer of management to the private sector, transfer of the elaboration and operationalization of curricula and by through the expansion of outsourcing. Education funding.O propósito deste estudo é demonstrar como os interesses das classes e frações de classe burguesas incidiram sobre o financiamento público da educação básica após o golpe de Estado de 2016 até o ano de 2020. Para tanto, estudou-se os conceitos de crise política e golpe de estado, bem como realizou-se análises documentais em fontes primárias e secundárias, matérias jornalísticas e produções teóricas que abordam o tema, o que acabou definindo metodologicamente nossa pesquisa como bibliográfica e documental. Foi possível concluir que o golpe deve ser tratado como um golpe de reprodução social que tem como centralidade a mudança na hegemonia no interior do bloco no poder. Ficou demonstrado que o capital financeiro internacional e a fração da burguesia brasileira associada a ele passaram a deter a hegemonia no interior do bloco no poder. Essa mudança provocou efeitos relevantes sobre a política pública de financiamento da educação básica pelo fato de ter aumentado as possibilidades da sua desestatização. O golpe de Estado ampliou sobremaneira o processo de privatização do financiamento da educação básica brasileira seja por meio da Emenda Constitucional 95/2016 ou através dos sucessivos cortes, desvios, desinvestimentos, transferência da gestão para iniciativa privada, transferência da elaboração e operacionalização dos currículos e por meio da ampliação da terceirização.
