A Contribution To The Study Of Leadership Under The Weberian Perspective Of Charismatic Domination

Resumo: This work intends to discuss the leadership phenomena under the perspective of the weberian theory of charismatic domination. We discuss leadership as a power relation in the weberian sense of authority. Power is a subject that is recurrent in Weber (WHIMSTER, 2009). Two questions inspire this article: i) could the form how leaders and founders of Social Organizations (SO) describe their actions be characterized as a process of charismatic leadership under the perspective of power in Weber; ii) is there something in the actions of the leaders of social organizations that characterize it as a process of charismatic domination? The present study, a descriptive research, adopted a qualitative approach and was made possible through semi structured interviews applied in nine leaders and key managers of seven SO from the Metropolitan Region of Belo Horizonte, Minas Gerais, Brazil, among the biggest of the sector. The results suggest that among all the interviewed (all with long trajectory of founders and conductors of SO) only two represent a charismatic leadership as described by Weber. Even so, they’re suffering limits of the structure of the SO due to the natural interface with the organizational environment it had to transform; the SO was forced to bureaucratize to answer the demands of the fund raisers and sponsors. Others SO place the speech on a progressive scale between charisma and bureaucratization in a process already seen by Weber (2004). It was also found that the model of authority in SO obeys to a process of transition. If the OS used to be specifically charismatic today it manifests in a more bureaucratic form limited by artifices of legality. Nowadays, the OS workers are rather paid then voluntary. The social work fulfilled with goodwill and heroism, as perceived until recently, is ceding space for professionalization, including managers. However, the Weberian holiness and the heroism still resist in the XXI century and can the basis of questioning for many processes of humanization in the organizations.

Se comprende el liderazgo como la relación de poder en el sentido weberiano de la autoridad. Según Whimster (2009), el poder es un tema recurrente identificado en toda la obra de Max Weber. Guían este artículo dos preguntas específicas: i) ¿la forma como los líderes y fundadores de Organizaciones Sociales (OS) describen sus actuaciones se puede caracterizar como un proceso de liderazgo carismático desde la perspectiva del poder de Weber (2004), ii) ¿hay algo en la actuación de los líderes de las organizaciones sociales que la caracterizase como un proceso de dominación carismática? Este estudio tiene un enfoque cualitativo, y cuanto a tus fines, por su naturaleza y estructura,  se caracteriza como descriptivo, y se hizo posible por medio de entrevistas estructuradas aplicadas a nueve sujetos en siete OS de la Región Metropolitana de Belo Horizonte. Los sujetos de la investigación son los principales gestores. El resultado de la investigación sugiere entre los encuestados, todos con larga trayectoria de fundadores y líderes de OS, sólo dos representan un tipo característico de liderazgo carismático descrito por Weber. Sin embargo, siguen sufriendo los límites de la estructura de la OS, que debido a la interface natural con el entorno de la organización, tubo que transformarse, tuvo que burocratizar, para prestar cuentas por los fondos recaudados. Los demás ubican el discurso en una escala progresiva entre el carisma y la burocratización, un proceso ya proporcionado por Weber (2004). Se encontró además que el modelo de autoridad en OS sigue un proceso de transición. Anteriormente específicamente carismática, hoy se manifiesta de una forma más burocrática que antes limitado por los artificios de la legalidad, menos voluntaria y más empleada. El trabajo social llevado a cabo con buena voluntad y el heroísmo, hasta hace poco, está ahora siendo conducido por los administradores profesionales. Sin embargo, la santidad y heroísmo weberiano siguen resistiendo en el siglo XXI y puede ser la base para muchas cuestiones sobre el proceso de humanización en las organizaciones.O presente trabalho pretende discutir o fenômeno liderança sob a perspectiva da teoria weberiana de dominação carismática. Trata-se a liderança como relação de poder, no sentido weberiano de autoridade. Segundo Whimster (2009) o poder constitui um tema recorrente identificado em toda a obra de Max Weber. Norteiam esse artigo dois questionamentos específicos: i) a forma como dirigentes e fundadores de Organizações Sociais (OS) descrevem sua atuação pode ser caracterizada como um processo de liderança carismática sob a perspectiva de poder de Weber (2004)?; ii) existe algo na atuação de dirigentes de organizações sociais que a caracterize como um processo de dominação carismática? O presente estudo possui abordagem qualitativa, e quanto aos fins, por sua natureza e estrutura, caracteriza-se como descritivo, e foi viabilizado através de entrevistas semi-estruturadas aplicadas a nove sujeitos em sete OS. Como objeto de pesquisa tomou-se sete Organizações Sociais da Região Metropolitana de Belo Horizonte, dentre as maiores do setor, e como sujeitos os seus gestores principais. O resultado da pesquisa sugere que, dos entrevistados, todos com longa trajetória de fundadores e condutores de OS, apenas dois, representam um tipo característico de liderança carismática descrita por Weber. Ainda assim, estão sofrendo limites da estrutura da OS, que devido à interface natural com o meio ambiente organizacional, teve que se transformar, teve que burocratizar, para oferecer prestação de contas pelos recursos captados. Os demais situam o discurso numa escala progressiva entre carisma e burocratização, num processo já previsto por Weber (2004). Constatou-se, também, que o modelo de autoridade em OS obedece a um processo de transição. Outrora especificamente carismática, hoje se manifesta de forma mais burocrática que anteriormente, limitada por artifícios da legalidade, menos voluntária e mais assalariada. O trabalho social realizado com boa vontade e heroísmo, até pouco tempo, está cedendo espaço à profissionalização dos gestores.
