Despite of the efforts of the state, the rehabilitation of the teenager who is in conflict with the law is far from being effectively accomplished at the rehab cen- ters. Instead of investing in restructuring the system of juvenile delinquents"™ hospitaliza- tion, the state confines them in a closed prison regime, taking the sense of time from them, and abolishing their right to come and go without giving them effective condi- tions of rehabilitation. Handling juvenile delinquency in a thoughtful way involves cre- ating mechanisms that rehabilitate the delinquent so that they can be restored and re- turned to the social environment and, thus, act and behave in a productive and useful way to all. Society does not care about the conditions in which these teenagers in con- flict with the law live at the confinement facilities, because the media ends up criminal- izing them without taking into account the deeper causes of the violence they had to go through.
