One look at national scientific production on education financing

Resumo: | The text addresses the following questions: the legal protagonism of the theme ‘financing of education’ reverberates in the national scientific production? Does the academy have dedicated efforts and space for research on the financing of education in order to understand the movements and arenas around which it has been constituted? What are the emerging issues related to financing? And any gaps? To answer these questions, a bibliographical research was developed with the objective of identifying and situating part of the national scientific production about the financing of education, establishing themes, trends and gaps. A survey was carried out in the Portal of Periodicals of CAPES, reaching a set of 149 articles. This documentary corpus was examined from the analytical-reconstructive methodology, using content analysis, through the analysis technique, inserting a research in the perspective of the “Knowledge State”. With regard to the examination of the articles, three units were established: 1) the subject; 2) the political arena and 3) procedural and methodological analysis. As a conclusion, it is possible to indicate that: a) there is a great amount of articles that discuss the financing applied in different levels, stages and modalities of the national education; b) it is clear the centrist perspective of the state that most texts carry; c) it is clear that the analysis of the conjuncture is the most used. Finally, it is assumed that the theme “financing of education”, still has little ballast, when compared to other subjects. |

Finally, it is assumed that the theme “financing of education”, still has little ballast, when compared to other subjects.El texto parte de las siguientes cuestiones: el protagonismo legal del tema ‘financiamiento de la educación’ reverbera en la producción científica nacional? ¿La academia ha dedicado esfuerzos y espacio para investigaciones sobre el financiamiento de la educación, para comprender los movimientos y arenas en torno a los cuales el mismo se ha constituido? ¿Cuáles son los asuntos emergentes vinculados a la financiación? ¿Y las eventuales lagunas? Para responder estas cuestiones, se elaboró una investigación bibliográfica, con el objetivo de identificar y situar parte de la producción científica nacional acerca del financiamiento de la educación, estableciendo temas, tendencias y lagunas. Se realizó un levantamiento junto al Portal de Periódicos de la CAPES, llegando a un conjunto de 149 artículos. Tal corpus documental fue examinado a partir de la metodología analítico-reconstructiva, utilizando el procedimiento del análisis de contenido, a través de la técnica del análisis temático, insertando la investigación en la perspectiva del ‘Estado del Conocimiento’. En lo que se refiere al examen de los artículos, se establecieron tres unidades: 1) el asunto; 2) la arena política y, 3) el análisis procedimental y metodológico. Como conclusión, es posible indicar que las investigaciones sobre financiamiento de la educación - representadas en parte de la producción científica nacional analizada - evidencian: a) una gran cantidad de artículos que discuten la financiación aplicada a los diferentes niveles, etapas y modalidades de la educación nacional; b) queda clara la perspectiva estado-centrista que la mayoría de los textos lleva; c) es igualmente evidente que el análisis coyuntural es el más utilizado. Por último, se asume que el tema ‘financiamiento de la educación’ todavía tiene poco lastre en la producción académica vehiculada en periódicos no especializados, en comparación con otros temas.O texto parte das seguintes questões: o protagonismo legal do tema ‘financiamento da educação’ reverbera na produção científica nacional? Quais os assuntos emergentes ligados ao financiamento? E as eventuais lacunas? Para responder essas questões, elaborou-se uma pesquisa bibliográfica, com o objetivo de identificar e situar parte da produção científica nacional acerca do financiamento da educação, estabelecendo temas, tendências e lacunas. Foi realizado um levantamento junto ao Portal de Periódicos da CAPES, chegando-se a um conjunto de 149 artigos.
