Revolution 4.0, tax policy and risks for the effectiveness of fundamental rights

Resumo: | The Welfare State, through public policies, may be even more demanded during and after Revolution 4.0, since significant changes will occur in human work (replacement of human work by machines due to the high process of automation and precariousness of a part of jobs), consumption, wealth (increase in the value of intangible goods) and the emergence of new fundamental rights, such as internet access. Public policies are mainly funded by tax revenues, which were instituted at a time when wealth was linked to human work and tangible goods. The potential problem (State tax crisis) will not have a simple solution of raising the current taxes, as it could generate opposite effects (increased tax evasion and reduced economic activity). In the present case, for the State to respond to this new reality and achieve fundamental rights, it is necessary to adapt its tax collection policy to the new wealth generated in Revolution 4.0, such as robotic taxation, intangibles, international transactions and others. This research will involve a bibliographical and economic review of the impacts of Revolution 4.0 on society, on fiscal policy and on the financing of public policies. |

This research will involve a bibliographical and economic review of the impacts of Revolution 4.0 on society, on fiscal policy and on the financing of public policies.El Estado de Bienestar, a través de políticas públicas, puede ser aún más exigido durante y después de la Revolución 4.0, ya que se producirán cambios significativos en el trabajo humano (reemplazo del trabajo humano por máquinas debido al alto proceso de automatización y precariedad de una parte de los puestos de trabajo), el consumo, la riqueza (aumento del valor de los bienes intangibles) y la aparición de nuevos derechos fundamentales, como el acceso a internet. Las políticas públicas se financian principalmente con los ingresos tributarios, que se instituyeron en una época en que la riqueza estaba ligada al trabajo humano ya los bienes tangibles. El problema potencial (crisis fiscal del Estado) no tendrá una solución simple de subir los impuestos actuales, ya que podría generar efectos opuestos (aumento de la evasión fiscal y reducción de la actividad económica). En el presente caso, para que el Estado responda a esta nueva realidad y alcance los derechos fundamentales, es necesario adaptar su política recaudatoria a las nuevas riquezas generadas en la Revolución 4.0, como la tributación robótica, los intangibles, las transacciones internacionales y otros. Esta investigación supondrá una revisión bibliográfica y económica de los impactos de la Revolución 4.0 en la sociedad, en la política fiscal y en la financiación de las políticas públicas.O Estado Social, por meio das políticas públicas, poderá ser exigido ainda mais durante e após a Revolução 4.0, visto que ocorrerá mudanças significativas no trabalho humano (substituição do trabalho humano pela máquina pelo elevado processo de automação e precarização de uma parcela dos empregos), no consumo, na riqueza (aumento do valor dos bens intangíveis) e o surgimento de novos direitos fundamentais, como o acesso à internet. As políticas públicas são financiadas, principalmente, pelas receitas tributárias, que foram instituídas em um momento que a riqueza estava vinculada ao trabalho humano e aos bens tangíveis. O potencial problema (crise fiscal do Estado) não terá uma solução simples de elevar os tributos vigentes na atualidade, já que poderá gerar efeitos contrários (aumento da sonegação e redução de atividade econômica). No presente caso, para o Estado atender a essa nova realidade e conseguir efetivar os direitos fundamentais é necessário adequar sua política de arrecadação tributária para as novas riquezas geradas na Revolução 4.0, tais como a tributação robótica, de intangíveis, das transações internacionais e outras.
