Strategic action plan to tackle noncommunicable diseases in Brazil (2011-2022): an evaluation study of the tobacco risk factor component.

Resumo: Objective: To carry out an evaluability study of the strategic action plan to tackle noncommunicable diseases in Brazil (2011-2022) (DCNT Plan) in its component of the risk factor related to tobacco. Methods: Descriptive evaluability study using secondary data and documentary analysis of the strategic action plan to tackle noncommunicable diseases in Brazil (2011-2022), in the context of the tobacco risk factor. To carry out the evaluability study, the following steps were carried out after documentary analysis: i) mapping of those interested in the evaluation; ii) elaboration of the logical model, iii) identification of evaluative questions and iv) elaboration of a matrix of measures based on the application of methods and data collection. Results: The NCD Plan is an important milestone in tackling noncommunicable diseases and their risk factors in Brazil. The smoking prevalence target was reached in 2017. The need for this assessment is justified by the closure of the NCD Plan in 2020, by the importance of indicating the impact of its results socially and on health and by the need for Brazil to achieve the goal of being a country smoke-free until 2030.

Métodos: Estudo de avaliabilidade descritivo com a utilização de dados secundários e análise documental do Plano de Ações Estratégicas para o Enfrentamento das Doenças Crónicas não Transmissíveis no Brasil (2011- 2022), no contexto do fator de risco do tabaco. Para a realização do estudo de avaliabilidade foram realizadas as seguintes etapas após análise documental: i) mapeamento dos interessados na avaliação; ii) elaboração do modelo lógico, iii) identificação de perguntas avaliativas e iv) elaboração de matriz de medidas a partir da aplicação dos métodos e da obtenção de dados. Resultados: O Plano DCNT é um importante marco no enfrentamento das doenças crónicas não transmissíveis e seus fatores de risco no Brasil. A meta referente ao tabagismo foi atingida em 2017.
