No entanto, as contingências da sociedade actual, como a elevada mobilidade e as necessidades empresariais e de segurança, colocam-no perante situações em que o conhecimento por ele adquirido não é su ciente para o auxiliar e suportar na decisão. Daí que, se torna cada vez mais necessário o recurso a informação acerca de acontecimentos ou entidades georeferenci áveis, coleccionada por terceiros. Pode-se indexar esta necessidade de forma proporcional à gravidade das consequências provocadas por uma má decisão. Quando perante processos de decisão que envolvem situações de crise, e muito particularmente em infra-estruturas críticas, o acesso a informação actualizada acerca da envolvente espacial da área afectada, é fundamental no apoio à decisão, tendo em vista a rápida mitigação e o restabelecimento do normal funcionamento. A evolução ocorrida nas tecnologias de informação e comunicação, permite que actualmente seja possível, com recurso a serviços especializados, partilhar informação geográ ca através da Internet. Começa-se a falar em Sistemas de Informação Geogr á ca Distribuídos. No entanto, para que estes sistemas possam existir, é necessário normalizar interfaces aplicacionais e formatos para o transporte e armazenamento de informação geográ ca. Nesta dissertação apresenta-se um modelo conceptual de arquitectura, para o acesso distribuído e interoperável à informação geográ ca, através da Internet e com recurso a normas internacionalmente aceites, aplicado ao domínio do suporte à gestão de infra-estruturas críticas. Com base nesta arquitectura, foi implementado um protótipo, testado perante um cenário real de utilização com sucesso num centro de controlo e comando, aferindo desta forma a exequibilidade da nalidade deste trabalho.Traditionally, the human being apprehends the spatial information through its own daily experience in its environment. However, the contingencies of the modern society, such as the high mobility, the business and security needs, place the human being before situations that the acquired knowledge is not enough to help and support the decision. Therefore it's necessary to search the information concerning georeferenced events or entities collected by others. We can link this need in a proportional way to the gravity of the consequences caused by a bad decision. In the presence of decision processes regarding crisis situations and particularly in critical infrastructures, the access to update information about the spatial involving of the a ected área is fundamental to the support decision aiming the quick mitigation and the reconstruction of the infrastructure. The evolution occurred in the information and communication technologies, allows to share geographic information through the Internet, recurring to specialized services. A new concept is born: Distributed Geographic Information Systems. However, for these systems exist, it is necessary to de ne standard interfaces and formats to the transport and storage of the geographic information. In this dissertation, an architecture conceptual model for interoperable and distributed access to the geographic information through the Internet, recurring to internationally accepted standards, to support the critical infrastructures management, is presented.
