A importância estratégica do facility management: o caso da EDP valor

Resumo: The purpose of this work is to identify the strategic trend for the management of real estate assets in organizations. This trend imposes as a survival measure to the current financial crisis and the increasingly competitive global markets, but also as a response to European policy framework on climate change, aiming the adoption of concrete measures by Member States to reduce greenhouse gas emissions. The combination of all these elements is a challenge that requires to leaders diversify its management and the using of all resources of organizations in a more conscious and responsible way. The sustainable use of resources entails, always, the management of real estate assets (buildings integrate the largest energy consuming sector) with the adoption of rationalization of electricity and water consumption, but also with waste management and internal actions to environmental awareness. A strategic management model that in the same equation integrates strategic objectives for the management of real estate assets and strategic objectives of the core business of companies it requires a multidisciplinary knowledge (to integrate people, processes, technology, optimization, efficiency, property, shareholder value, etc.). The activity that helps leaders and organizations to integrate all these disciplines of knowledge is the Facility Management. The Facility Management will be reviewed over several chapters to better understand the origin and objectives of this activity as a strategic management. Within the service building, it will be discussed the particular case of this activity in relation to supportive core business of the EDP Group.

Esta tendência impõe-se como uma medida de sobrevivência à atual crise financeira, à crescente competitividade dos mercados globais, mas também, como uma resposta ao quadro de políticas europeias que, perante as alterações climáticas, visam a adopção de medidas concretas pelos Estados-Membros de redução da emissão de gases com efeito de estufa (GEE). A combinação de todos esses factores é um desafio que obriga os líderes a dinamizar a sua gestão e a utilizar todos os recursos das organizações de um modo mais consciente e responsável. Uma utilização sustentável dos recursos abrange invariavelmente a gestão dos ativos imobiliários (os edifícios integram o setor maior consumidor de energia) com a adopção de medidas de racionalização de consumos de eletricidade, e de água, mas também com a gestão de resíduos e ações internas de sensibilização ambiental. Um modelo de gestão estratégica que integra na mesma equação objetivos estratégicos para a gestão de ativos imóveis e objetivos estratégicos do negócio principal das empresas requer um conhecimento multidisciplinar (para integrar pessoas, processos, tecnologia, otimização, eficiência, propriedade, acionista, valor, etc.). A atividade que auxilia líderes e organizações a integrar todas estas disciplinas do conhecimento é o Facility Management. O tema do Facility Management será desenvolvido ao longo de vários capítulos para melhor compreender a origem e objetivos desta atividade enquanto gestão estratégica.
