Uma análise sobre a relação dos mercados das zonas urbanas sensíveis e a polícia

Resumo: The present dissertation, “An Analysis on the Relationship of Residents of Sensitive Urban Areas and the Police — contributions and future perspectives”, aims to analysis the relationship between the police and the people who live in those areas that is designated as “tense” in newspaper articles found on the internet, this feeling of “tension” and distrust of the police is not the norm in the majority of the Portuguese population. For this contribution to this analysis, the PSP, 39th police station of Sacavém, and the case of the Municipality of Loures, parish of Sacavém, Quinta do Mocho were studied. This dissertation covers the abuse of authority, the level of security or the insecurity felt by the populations residing in these areas in relation to the police activity, in one of the safest countries in the world, taking into account the circumstances experienced with COVID-19 that aggravated the difficulties, covers the right to equality of all citizens, implying fundamental rights expressed in the CRP and their compliance with the powers and competences of police officers, taking into account the law of the police and observing the training of police officers. Public security is also observed as the protection of citizens and their rights, as well as their assets, public tranquility as harmony in society and individual and collective health. And it is observed that the task of security, as an end of the State, is hampered by the crisis and by the economic and sociocultural differences present in society, which are conditions that allow gangs to act, as street groups or even institutionalized groups, recruiting and committing illicit activities, which become a generational problem and revels that the response of the State is insufficient to guarantee the well-being of its entire population that is more than the minimum and before a society that sees itself as a supplier of insufficient alternatives. People tend to find another way to achieve material well-being or feel integrated into society as they can feel in the gangs that provide them with a subculture that turns out to be legitimized by these people for the ends it achieves, even if the means to an illicit activity or criminal activities. These conditions proved to be conducive to urban violence carried out by young people who seek that feeling of integration and those situations are more common in the ZUS, where incidents between the population and the PSP are the most reported.

These conditions proved to be conducive to urban violence carried out by young people who seek that feeling of integration and those situations are more common in the ZUS, where incidents between the population and the PSP are the most reported.A presente dissertação, “Uma Análise sobre a relação dos moradores das Zonas Urbanas Sensíveis e a Polícia — contributos e perspetivas futuras”, visa a relação que se designa como “tensa” em artigos de jornais encontrados na internet, devido a este sentimento de “tensão” e desconfiança da polícia não ser a norma na maioria da população portuguesa. Para este contributo a esta análise estudou-se a PSP, 39.º esquadra de Sacavém, e o caso do Concelho de Loures, freguesia de Sacavém, Quinta do Mocho. Abrangendo o abuso de autoridade, o nível de segurança ou a insegurança sentida pelas populações residentes nestas zonas em relação a polícia, num dos países mais seguros do mundo, tendo em conta as circunstâncias vividas com o COVID-19 que agravaram as dificuldades, isto para falar no direito a igualdade de todos os cidadãos, implicando direitos fundamentais expressos na CRP e as conformidades destes com os poderes e competências dos agentes de polícia tendo em observação o Direito da polícia, observando-se a formação dos polícias. Observa-se a segurança pública como proteção dos cidadãos e dos seus direitos, como também dos seus bens, da tranquilidade pública enquanto harmonia na sociedade e saúde individual e coletiva. E observa-se que a tarefa da segurança, enquanto fim do Estado, vê-se dificultada, pela crise e pelas diferenças económicas e socioculturais presentes na sociedade, que são condições que permitem que gangues atuem, enquanto grupos de rua ou até mesmo grupos institucionalizados, recrutando e cometendo atividades ilícitas, que se transformam num problema geracional e numa solução perante um Estado insuficiente na garantia do bem estar de toda a sua população que seja mais que o mínimo e perante uma sociedade que se vê como que fornecedora de alternativas insuficientes para que estas pessoas consigam outra via de atingirem os bem-estar material ou se sentirem integrados na sociedade como se sentem nos gangues que lhes fornecem uma subcultura que acaba por ser por estas pessoas legitimada pelos fins que atinge, mesmo que o meio para os atingir seja ilícito ou provindo de atividades criminais.
