Political Congruence and Party Representation in the 54th Legislature of the National Congress

Resumo: This article analyzes the extent to which parliamentarians of the three most expressive parties in the 54th Legislature (2011-2015) - PT, PMDB e PSDB - ideologically represent their voters, collaborating with the debate on political representation in Brazil. The analyzes resulted from the use of a survey applied to congressmen of the National Congress through the Brazilian Legislative Survey in 2013 and by public opinion data from the Latin American Public Opinion Project in 2014. The research focuses the observation of the central trends of self-positioning on a Left-Right scale and in relation to specific themes of a post-materialist nature. The set of analyses identified that, within the context analyzed, most of the themes present high political congruence between parliamentarians and their respective voters of the political parties analyzed regarding the following topics: abortion, homoaffective union and environment versus economy.

Los análisis resultaron del uso de una encuesta aplicada a parlamentarios del Congreso Nacional a través de la Investigación Legislativa Brasileña en 2013 y de datos de opinión pública del Proyecto de Opinión Pública de América Latina en 2014. La investigación se centró en la observación de las tendencias centrales de auto -posicionamiento en una escala izquierda-derecha y en relación con temas post-materialistas específicos. El conjunto de análisis identifica que, dentro del contexto analizado, la mayoría de los temas presentan alta congruencia política entre los parlamentarios y los respectivos votantes de los partidos políticos analizados en relación a los siguientes temas: aborto, uniones del mismo sexo y medio ambiente versus economía.O presente artigo analisa em que medida os parlamentares dos três partidos mais expressivos na 54ª Legislatura (2011-2015) – PT, PMDB e PSDB – representam ideologicamente os seus eleitores, colaborando com o debate sobre a representação política no Brasil. As análises decorreram da utilização de survey aplicado aos parlamentares do Congresso Nacional por meio da Pesquisa Legislativa Brasileira em 2013 e por dados de opinião pública do projeto Latin American Public Opinion Project em 2014. A pesquisa se voltou à observação das tendências centrais de autoposicionamentos em uma escala Esquerda-Direita e com relação a temas específicos de cunho pós-materialista.
