Information management in the mozambican criminal investigation

Summary: Introduction: The Mozambican Police is a public institution inserted in the Ministry of the Interior that, in coordination with other areas of this ministry, is responsible for the maintenance of law and order, regarding the protection of people and their assets. It is divided into different sectors of activity where the criminal investigation sector is chosen to study because it is noted a differentiated management of information between the directions of this ministry, which influences the expected results. Objective: The article discusses the results of a research carried out with the objective of analyzing the systems and sources of information that the Mozambique police use in the investigation of the crimes practiced in that country. Methodology: Made literature review the documentary analysis was used to contextualize Mozambican public safety by means of legal devices and other materials used in criminal investigation which substantiates the qualitative method. The quantitative method was used to analyze the data obtained by means of a cross-section exploratory survey administered to 40 criminal process trainers in the direction of criminal investigation of Nampula. The data were collected between December 2013 and January 2014. Results: Research has revealed the use of manual information systems, although there is, in the studied direction, qualified human resources to use automated systems and information sources. On the other hand, the information contained in the databases of the other sectors of activity, even if they demonstrate useful sources of information for criminal investigation, this does not have access. Conclusion: The Mozambican criminal investigation needs more structuring to accompany the current information society. As regards information management, it is necessary to identify the sources of information and the appropriate systems for the rational operation of the institutional services. There is a need to draw a policy of sharing information at the highest level of the institution, guided by the needs of it, the level of contribution of this to institutional objectives and the end for which the information is collected.

Se divide en diferentes sectores de actividad donde se elige el sector de investigación criminal para estudiar porque se observa una gestión diferenciada de la información entre las direcciones de este Ministerio, lo que influye en los resultados esperados. Objetivo: el artículo aborda los resultados de una investigación realizada con el objetivo de analizar los sistemas y fuentes de información que la policía de Mozambique utiliza en la investigación de los crímenes practicados en ese país. Metodología: se realizó una revisión de la literatura y el análisis documental se usó para contextualizar la seguridad pública de Mozambique mediante dispositivos jurídicos y otros materiales utilizados en la investigación criminal que fundamentan el método cualitativo. El método cuantitativo se utilizó para analizar los datos obtenidos mediante una encuesta exploratoria transversal administrada a 40 formadores de procesos delictivos en la dirección de la investigación criminal de Nampula. Los datos se recolectaron entre diciembre de 2013 y enero de 2014. Resultados: la investigación ha revelado el uso de sistemas de información manuales, aunque hay, en la dirección estudiada, recursos humanos calificados para utilizar sistemas automatizados y fuentes de información. Por otra parte, la información contenida en las bases de datos de los otros sectores de actividad, aunque demuestren fuentes útiles de información para la investigación criminal, esto no tiene acceso. Conclusión: la investigación criminal de Mozambique necesita más estructuración para acompañar a la sociedad de la información actual. Por lo que se refiere a la gestión de la información, es necesario identificar las fuentes de información y los sistemas apropiados para el funcionamiento racional de los servicios institucionales. Es necesario trazar una política de intercambio de información al más alto nivel de la institución, guiada por las necesidades de la misma, el nivel de contribución de este a los objetivos institucionales y el fin para el que se recoge la información.Introdução: A polícia moçambicana é uma instituição pública inserida no Ministério do Interior que, em coordenação com outras áreas deste ministério, é responsável pela manutenção da lei e ordem, no que tange à proteção das pessoas e seus bens. Ela encontra-se dividida em diferentes setores de atividade onde se escolheu o setor de investigação criminal para se fazer o estudo por se notar uma gestão diferenciada da informação entre as direções deste ministério, o que influencia nos resultados esperados. Objetivo: analisar os sistemas e as fontes de informação que a polícia de Moçambique usa na investigação dos crimes praticados naquele país. Metodologia: Depois da revisão da literatura, a análise documental foi usada para contextualizar a segurança pública moçambicana, por meio de dispositivos legais e outros materiais usados na investigação criminal o que consubstancia o método qualitativo. O método quantitativo foi utilizado para analisar os dados obtidos por meio de um survey exploratório de corte transversal administrado a 40 instrutores de processos - crime na Direção de Investigação Criminal de Nampula. Os dados foram coletados entre dezembro de 2013 e janeiro de 2014.  Resultados: A pesquisa revelou a utilização de sistemas de informação manuais, embora haja, na Direção estudada, recursos humanos qualificados para usar sistemas e fontes de informação automatizadas. Por outro lado, a informação contida nas bases de dados dos outros setores de atividade, mesmo que se demonstrem fontes de informação úteis para a investigação criminal, esta não tem acesso. Conclusão: a investigação criminal moçambicana precisa de mais estruturação para acompanhar a atual sociedade de informação. No que tange à gestão da informação, é necessário identificar as fontes de informação e os respectivos sistemas mais adequados para a operacionalização racional dos serviços institucionais.
