Resumo: This paper illustrates the use of electronic hypertext, Chaos Theory, and Information Management as tools for information gathering in public organizations. It presents the evolution of hypertext till the rise of the electronic hypertext. It presents some theoretical definitions of Chaos Theory and how this theory complements the information management definitions. It concludes that there is a directly relationship between hypertext and sharing, Chaos Theory and information management. Finally, it differentiates the techniques for information gathering in chaotic environments and how these techniques might improve information management in organizations.

Rescata la historia del hipertexto desde sus orígenes hasta el hipertexto electrónico. Presenta definiciones teóricas acerca de la Teoría del Caos y sus implicaciones para complementarla con la definición de Gestión de la Información. Concluye destacando la relación entre el hipertextoy la Teoría del Caos en las organizaciones públicas. Distingue las técnicas en un proceso caótico de la recopilación de información y constata cómo estas técnicas pueden mediar un proceso de crecimiento y desarrollo en la Gestión de Información.Enfatiza o uso do hipertexto eletrônico, a Teoria do Caos e a Gestão da Informação como ferramenta na coleta de informações nas organizações públicas. Resgata a história do hipertexto até chegar ao hipertexto eletrônico. Apresenta definições teóricas acerca da Teoria do Caos e suas implicações para complementar com a definição de Gestão da Informação. Conclui destacando a interrelação entre hipertexto e Teoria do Caos nas organizações públicas.
