Estudo das interferências de logística nas construções em Shopping Centers utilizando o método AHP

Resumo: The current Brazilian urban configuration has suffered remarkable changes as well as large urban centers worldwide. Among them there is a significant incorporation of Malls to the structure of cities. The present study examines the logistic interferences that the cities? urban structure causes on the processes involved in the execution of construction within the sale areas of these malls. In this way, it was used a tool for multicriteria decision-making called Analytic Hierarchy Process (AHP) as methodology tool to study the proposed cases. The study universe encompasses two malls. The first, called North Mall is located in the municipality of Rio de Janeiro (Rio de Janeiro State), and the second, called Catuaí Mall is located in the municipality of Maringá (Paraná State). The study was developed on three different steps. In the first step, the development of the study is in the research of theoretical foundation and data gathering. The second step consisted of elaborating a support tool for multicriteria decision-making (AHP) facing the two proposed cases. The third step is when it is applied the AHP method elaborated in the second step and analyzed the obtained results. The results revealed that when applied the method, all the pairwise comparison matrices for the criteria and sub-criteria of the proposed hierarchical structure presented a Consistence Ratio (CR) below 0.10. Therefore, it is considered that the matrix indicates consistence and the estimates performed for the comparison matrix can be maintained. The comparison of the Vectors of Local Medium Priorities (PML) found through the pairwise comparison of the matrices made possible to evaluate which urban interferences are more problematic case by case, indicating thus which factors should be prioritized in the planning building process for each one of the cases specifically. A comprehensive approach for the studied problem allowed concluding that the trial identified specific particularities for each Mall. The method was able to simulate, based on the boundary conditions attributed to the two studied Malls, the preponderant interferences among those contained in the elaborated hierarchical structure. It was also evidenced that regardless of the characteristics presented for each Mall, all had own difficulties. Thus, both showed that for the execution of a construction within their sale areas, several factors should be considered during the planning. However the method demands attention when the evaluator is making decisions. The sensitivity analysis pointed that small variations in the assignment of weight values had not caused changes in the final outcome, but large variations in the assignment of weight values and the non-fulfillment of reciprocity assumption in the pairwise comparison may generate unsatisfactory results that not match the reality or matrices that do not meet the consistence criterion required by the method.

Dentre elas destaca-se a significativa incorporação dos Shoppings Centers (S.C.) à estrutura das cidades. O presente trabalho estuda como avaliar algumas das influências das interferências de logística que a estrutura urbana das cidades causa sobre os processos inerentes à execução de construções no interior das áreas de vendas desses S.C. Nesse contexto, optou-se pela utilização de uma ferramenta multicritério para tomada de decisões denominada AHP (Analytic Hierarchy Process) como ferramenta metodológica para o estudo dos casos propostos. O universo de estudo contempla dois S.C. O primeiro, denominado Norte Shopping está situado no município do Rio de Janeiro/RJ e o segundo, denominado Shopping Catuai está localizado no município de Maringá/PR. O trabalho desenvolve-se em três etapas distintas. Na primeira etapa, o desenvolvimento do trabalho está na pesquisa da fundamentação teórica e na coleta de dados. A segunda etapa consiste na elaboração da ferramenta de apoio multicritério de decisão (AHP) frente aos dois casos propostos. A terceira etapa é o momento em que se aplica o método AHP elaborado na segunda etapa e faz-se a análise dos resultados obtidos. Os resultados revelam que na aplicação do método todas as matrizes de comparação para-a-par para os critérios e sub-critérios da estrutura hierárquica proposta apresentam uma Razão de consistência (RC) com valor inferior a 0,10. Portanto, considera-se que a matriz indica consistência e que as estimativas feitas para matriz de comparação podem ser mantidas. O comparativo dos valores dos Vetores de Prioridades Médias Locais (PML) encontrados através da comparação par-a-par das matrizes torna possível avaliar quais interferências urbanas são mais problemáticas caso a caso, indicando assim, quais fatores devem ser priorizados no processo de planejamento construtivo para cada um dos casos especificamente. Uma abordagem ampla sobre o problema proposto para o estudo conclui que o julgamento sobre os casos identificou particularidades específicas de cada Shopping. O método foi capaz de simular, baseado nas condições de contorno atribuídas para os dois Shoppings do estudo, quais interferências eram preponderantes dentre as contidas na estrutura hierárquica elaborada. Ficou evidenciado ainda que, independentemente das características apresentadas para cada Shopping Center, ambos apresentaram dificuldades próprias. Sendo assim, ambos mostraram que, para a execução de uma construção dentro de suas áreas de vendas, uma série de fatores deveram ser considerados durante o planejamento do empreendimento. O método, no entanto, demanda cuidados no momento em que o avaliador está tomando as decisões.
