This research aims at Brazilian foreign policy from 2003 to 2010, with the main objective of understanding the reasons why the Brazilian foreign policy guidelines of the Lula government chose to prioritize South America and deepen South-South cooperation. This interest was justified insofar as these choices significantly influenced the conduct of Brazilian international politics during the period in which it worked in the regional and global spheres, mainly in the elaboration of the insertion strategies used. Therefore, we look at the meaning of the South American region in the formulation of Brazilian foreign policy, as well as the importance of the regional integration of Brazil in South America from the integration processes of Mercosur and Unasur, in addition, we follow concrete actions of the government Lula in the regional space in diverse areas. To do so, we highlight the advances that occurred in the period around the relations between the countries of South America, as well as the implementation of an institution in the area of defense of South American space. In this study, we have used the theoretical methodological contribution in the field of International Relations and Political Science, more specifically the thought of the theorist Antônio Gramsci with the concept of hegemony to understand the position of Brazil in the international system from the region and as center-periphery relations
