The Brazilian Psychiatric Reform has undergone significant changes, evolving from a model focused on the disease to a territorial and community foundation model, geared to the needs of users, and the Centers for Psychosocial Care (CAPS) as an open service and articulator network. Public Policy elaborated Health, largely by the Constitution of 1988 follow the principles of the Unified Health System (SUS) and were presented to the understanding of the system operation and its reach, with the need for its implementation in the territory, with this social control. Despite all the directions to develop the Mental Health Policy, it noted little progress in this direction, which brought more questions to the following research question: how to contribute to the construction of autonomy of users of mental health? Thus, this research aims to evaluate the process of social integration of users of CAPS services in the Assistance Network for Mental Health in eight municipalities in the Metropolitan Region of Curitiba (PR), using as analytical reference the theoretical and conceptual axis of Brazilian psychiatric reform Amarante proposed by Paul (1999). The method was adopted for the research in order to understand as it has psychosocial user reintegration and thus meet the objectives of this study is the research of the exploratory-descriptive, with an open questionnaire and script interview with the combination of quantitative and qualitative methods, producing a methodological triangulation. Thus, the survey was conducted in the metropolitan region of Curitiba, the Municipal Coordination of Mental Health, which operates in the implementation of psychosocial care network, and CAPS services to one user at a service mode searched. The analysis demonstrates social exclusion user and proves the centrality of the service, which hinders the implementation of psychosocial care network for the consolidation of Mental Health Policy and SUS, thus affecting the process of social integration of users of CAPS services . The study goal proposals for the implementation of the Mental Health Policy in the Metropolitan Region of Curitiba, thus contributing to increased autonomy, social contractuality and citizenship of users.
