Resumo: This paper analyzes aspects of the history of education in Brazil related to the consolidation of public schools and educational policies. The period marked begins with the 1930s, a time when the organization and implementation of a public school system in the country has become a condition for the socio-economic development, and extends to the 2000s with the consolidation of democracy and the rule of law in Brazil. It is based on documentary sources developed by governmental and scientific organizations and the literature produced by researchers. The data show that over the period there was an increase in all levels of education, however, continues to persist traces of elitism and exclusion. Moreover, there is contrast between the quality of graduate and public school, which has failed its essential function. These findings highlight the need to solve these problems in order to advance democracy in the country.

These findings highlight the need to solve these problems in order to advance democracy in the country.  Analisam-se neste artigo aspectos da história da Educação no Brasil relacionados à consolidação da escola pública e às políticas educacionais. O período demarcado inicia-se com a década de 30 do século XX, época em que a organização e implantação de um sistema escolar público no País tornou-se condição sine qua non para o seu desenvolvimento socioeconômico, e se estende aos anos 2000 com a consolidação da democracia e do Estado de Direito no Brasil. Foram utilizadas fontes documentais elaboradas por órgãos governamentais e entidades científicas bem como a bibliografia produzida por pesquisadores da área. Os dados mostram que ao longo do período houve expansão em todos os graus de ensino, contudo, continuam persistindo traços de elitismo e exclusão. Além disso, verifica-se contraste entre a qualidade da Pós-Graduação e a da escola pública, que não tem cumprido a sua função essencial.
