The Arrangement and Local Productive and Innovative System (ASPIL) has been presented as a way for small companies to enter the context of globalization in a competitive way, promoting diversification of the economy and encouraging the local population. In order to understand a local reality, the present study aims to analyze if the ASPIL of artifacts and colored cotton clothing manufacturing of Paraíba has been a strategic instrument of integrated and sustainable local development. In order to do so it was adopted the exploratory-descriptive research. It was performed a bibliographical, documentary and field research and to collect data it was used non- participative observation and semi-structured interview. Regarding its character of analytical approach of the data is qualitative. As final considerations, it can be seen that the ASPIL of artifacts and clothing manufacturing made of colored cotton of Paraíba only exists due to the innovations in the resistance of the colored cotton fiber promoted by Embrapa Algodão, located in Campina Grande - PB. However, the diffusion of this innovation only occurred due to the unfavorable local economic context, which stimulated the clothing industry in Campina Grande to look for a competitive differential for its products in the early 2000s. However, it was found that the consolidation of the referred ASPIL only occurs through the articulation of different local actors around Paraíba, in order to maintain competitive advantages, around the green marketing speech and design use which features elements of local culture, such as the renaissance and the crochet. Thus the ASPIL of colored cotton artifacts and clothing of Paraíba has acted as a strategic tool for integrated and sustainable local development, since it has generated new products and a new market based on the discourse of sustainability, thus generating new companies or the migration of old companies to the sector of clothing manufacturing and artifacts made of colored cotton. These companies have generated employment and local income, however, it can be realized that there are some hindrances related to: spinning difficulties; II) lack of specific credit line and III) investment in innovation in the knitted fabric and colored cotton.
