Resumo: O presente estudo propôs-se a analisar as relações públicas existentes entre Conselho Tutelar (CT) e Poder Executivo Municipal sob dois vieses, sendo a contribuição daquele como órgão capaz de diagnosticar deficiências na rede e propor políticas públicas, e a manutenção do CT pelo Executivo Municipal. Do abordado no estudo vislumbra-se o CT como órgão que levanta demandas, realiza diagnóstico de violação de direitos, inclusive pelo poder público, registrando dados em sistema específico (SIPIA) e, a partir destes, requisita serviços públicos na área da criança e do adolescente. Ademais do aparato bibliográfico, a pesquisa se embasa na observação participativa do trabalho do Conselho Tutelar. Constatouse que o CT é um agente verificador de falhas no sistema, um grande propositor de políticas públicas, todavia sem os recursos necessários, e que pode auxiliar o gestor público na resolução de problemáticas sob a égide de um agente externoà sua equipe.Palavras-chave: Poder Executivo Municipal. Gestão Pública.Abstract: The present study aimed to analyze the public relations between the Tutelary Council (CT) and the Municipal Executive Branch under two biases, and its contribution as an organ capable of diagnosing deficiencies in the network and proposing public policies, and the maintenance of the TC by the Executive Municipal. From the study, the CT is seen as an organ that raises demands, performs a diagnosis of violation of rights, including by the public power, registering data in a specific system (SIPIA) and, from these, requests public services in the area of the child and Adolescent In addition to the bibliographic apparatus, the research is based on the participatory observation of the work of the Guardianship Council. It was found that the CT is a system failure check agent, a great public policy proposer, however without the necessary resources, and that can help the public manager in solving problems under the aegis of an agent external to his team.Keywords: Municipal Executive.
