Resumo: | ResumoO artigo se propôs a debater a exclusão digital e suas implicações para o direito à cidade, considerando os modelos de cidades inteligentes. Já que o principal aspecto inovador nesses modelos de cidades é a mediação da gestão e da vida urbana por TICs, o debate foi feito tomando como exemplo iniciativas de ensino remoto e o acesso ao auxílio emergencial do governo federal no contexto da pandemia de COVID-19 – dois direitos mediados por TICs. Essa escolha foi feita porque a exclusão não é um fenômeno recente, mas tornou-se mais evidente devido à necessidade de isolamento social. A análise dos exemplos escolhidos foi feita com base no exame de material bibliográfico e mídia de notícias. A conclusão principal é a de que em cenários como o brasileiro, com forte e histórica desigualdade, a utilização de TICs para mediação de direitos, inclusive o direito à cidade, pode acabar reproduzindo processos de exclusão social, ressignificados agora em exclusão digital. Nesse sentido, entende-se que para que as TICs implementadas nas cidades inteligentes possam de fato contribuir para melhoria das condições de vida de seus moradores, a inclusão digital deve ser vista como um direito, garantindo acesso e conhecimento sobre essas tecnologias.Palavras-chave: exclusão digital, inclusão digital, direito à cidade, cidades inteligentes, TIC AbstractThe article set out to discuss the digital divide and its implications for the right to the city, considering the perspective of smart cities. Since the main innovative aspect related to smart cities is the mediation of urban management and urban life through the use of ICTs. The debate was conducted taking as examples both remote learning initiatives and access to the federal government’s emergency in the context of the COVID-19 pandemics – two ICTs mediated services that illustrate how the digital divide affects the availability of these services in a digital way. Such choice was made because exclusion is not a recent phenomenon, but it has become more evident due to the need for social isolation. The analysis of the chosen examples was made by examining bibliographic material and news media. The main conclusion is that in scenarios such as Brazil’s, with strong and historical inequality, the use of ICTs for mediation of rights, including the right to the city, may end up reproducing processes of social exclusion, now re-signified in digital exclusion in the context of smart cities. In this sense, it is understood that for digital solutions and services implemented in cities to actually contribute to improving the living conditions of their residents, digital inclusion must be seen as a right, guaranteeing access and knowledge about such technologies and access infrastructure.Keywords: digital exclusion, digital inclusion, right to the city, smart cities, ICTs |
