The objectives of the thesis were about the investigation of the management model of the Secretariat of Tourism, Sports and Leisure (SETUREL) of the city of Recife, based on the socio-environmental practices carried out, described the work and the planning of the actions of the Secretariat, its working structure and what are the main projects that have impacted the city over the last seven years (2013-2019), reported the impacts of six SETUREL projects with the population of Recife and, finally, suggested contributions to the formulation of public policies in the fields of tourism and recreation. To achieve these, the research was considered by its nature, applied, from the point of view of approaching the problem, qualitative, from the point of view of its objectives, exploratory and used a case study. The technical survey procedure was also used in informal conversations with actors in the tourism production chain, in addition to participant observation. The research also showed about which aspects the projects: Look! Recife, Ciclofaixa de Turismo e Lazer, Recife Antigo de Coração, Recife Sagrado, the Recife Academy and Eu amo Contest impacted its residents. The experience of leisure in the open air, socialization with other citizens, the improvement of self-esteem through projects that introduce the city to its own residents provoked in them a sense of belonging to the place, also encouraged the search for new physical and sports activities. and, consequently, the improvement in physical and mental health. We also address the actions that the Secretariat carried out whose environmental theme was on the agenda in its projects and initiatives aimed at stimulating the Creative Economy, such as the creation and installation of the Creative Tourism Management. In the first question, what was evidenced is that in basically all SETUREL projects there was a concern with the environment, sometimes through awareness, and sometimes through environmental education itself. Subsequently, he made use of the data and questions raised in order to contribute to rethinking the development of public policies in the fields of tourism and leisure, whose intersection of management principles and dimensions sought to assist in what is necessary at the time of these formulations. This result came about through practical experience, the successful results of the projects and the theoretical experience from the private sector. In this way, the contributions that this research seeks consist of leaving a legacy with respect to aspects that could contribute in the phase of the elaboration of public policies in the fields of tourism and leisure
